- JOFOC THIS NOTICE IS FOR INFORMATION ONLY-The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with First Hand Corporation, 2800 Rock Creek Parkway W0131, Kansas City, MO 64117. The purpose of this procurement is to modify and to obtain a license agreement the Stat educational program for grade school students. The contractor shall (1) supply HRSA with self contained, educational modules and support services that will engage middle and high school students in a highly interactive learning/ education program that will a) introduce them to careers in healthcare IT b) provide an overview of health IT; and c) encourage students to take charge of their health and change or avoid risky behaviors with the use of health IT. (2) Supply HRSA with all licensing and permissions needed to implement and/or utilize these educational modules in all parts of the HRSA/federal community. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The period of performance for this project is a base year and two (2) option years. In accordance with FAR 6.302-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
