- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to the National Local Technical Assistance Program Association (NLTAPA) via the University of Massachusetts to Co-sponsor the Annual Meeting of the Local Technical Assistance Program (LTAP) - Tribal Technical Assistance Program (TTAP) Centers to be held August 4 - 7, 2011. The NLTAPA is a unique organization whose membership consists of the 51 LTAP Centers and the seven TTAP Centers which provide technical assistance and training services. The Annual Meeting provides for a unique opportunity for LTAP and TTAP Center management staff to discuss Center management best practices, exchange information about new technologies and processes and for FHWA to establish national priorities and set direction of the LTAP - TTAP program. As host of the Annual Meeting, the University of Massachusetts is the only source who can provide access to this event. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $16,000; the anticipated award date is June 30, 2011.
