Description
JOFOC THIS NOTICE IS FOR INFORMATION ONLY-The Health Resources and Services Administration (HRSA) intends to negotiate a on a SOLE SOURCE basis with Lantana Consulting Group, PO Box 177, East Thetford, VT 05043. The purpose of this procurement is to analyze current state data and reporting schemas and how UDS data can be reported of an electronic hand record( EHR) most efficiently. The contractor shall (1) convene bi-weekly status update meetings that are built off the work plan. Project milestones, risk analysis/aversion, and resources will be discussed at the bi-weekly meetings; (2) supply HRSA with a written report analysis of the current state of HRSA UDS data and, what if any standards (as used by the Office of the National Coordinator) it may be mapped to, and the current state of EHR's and how they report UDS data. Interim report due 120 days after contract award. Final report will be due 20 days prior to contract end to allow for review and acceptance by HRSA; (3) analyze and deliver a written report on the current state of: UDS data and how it might be capable of being used as a building block for quality measures "eMeasures" create an eMeasure and corresponding Cat III Quality Reporting Data Architecture; (4) pilot the use of standardized UDS data with one Federally Qualified Health Center (FQHC) that is currently using a commercially available EHR debug the reporting format and ensure compatibility with the UDS data set validate the use of freeware in reporting UDS data from an EHR. Produce a written report to HRSA of the Pilot phase; and (5) have educational webinar and supply a content expert to provide a 1 hour learning session (web based) on standardized UDS data reporting that shall be the culmination of the work on this contract. This procurement shall be processed in accordance with the Federal Acquisition Regulations (FAR) Part 15, Contracting by Negotiation. The period of performance for this project is a base year and four (2) option years. In accordance with FAR 6.302-1, Justification for Other Than Full and Open Competition is attached. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
