- This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. The Naval Surface Warfare Center, Crane Division intends to enter into an Indefinite Delivery/Indefinite Quantity (IDIQ) with Northrop Grumman, 44 Castilian Drive, Goleta, California 93117. The IDIQ will cover a five year period with a minimum of one and maximum of five to procure Multi-Domain Electronic Warfare Test and Evaluation System (METES). The non-commercial solicitation will be issued using other than full and open competition to Northrop Grumman IAW FAR 6.302 and statutory authority 10 U.S.C. 2304(c)(1). The basis for restricting competition is the proprietary nature of the technical data for the system resulting in a lack of drawings and specifications, in addition to duplicative costs and time that would be required to reverse engineer the system. The proposed IDIQ is for a METES system or systems for which the Government intends to solicit and negotiate with only one source, Northrop Grumman, under authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the proprietary information of Northrop Grumman, form, fit, and function compatibility and the duplicative cost to the Government to utilize another source to satisfy the Government ™s requirements. This requirement was previously posted under #N00164-11-R-WR47 on 16 MAR 2011 and was amended to reflect the correct Solicitation number N00164-11-R-WM47.
