Description
This solicitation for Commercial Services is prepared in accordance with FAR subpart 12.6 as supplemental with additional information included in this notice. this notice constitutes the only solicitation, a separate solicitation will not be issued. The standard North American Industry Classification System (NAICS) codE is 541519, size standard $25million. Background The mission of the National Institutes of Health (NIH) is to uncover new knowledge that will lead to better health for everyone. The NIH accomplishes that mission by conducting research in its own laboratories; supporting the research of non-Federal scientists in universities, medical schools, hospitals, and research institutions throughout the country and abroad; helping in the training of research investigators; and fostering communication of biomedical information. The NIH Clinical Center (CC) is a 234-bed federally funded, biomedical research hospital located on the NIH campus in Bethesda, Maryland. The Clinical Center is the delivery setting for all NIH intramural clinical research protocols. The hospital complex consists of two main facilities that are connected to each other by "bridges". The original 14-story building is 2.5 million square feet and continues to house the clinical laboratories, imaging sciences, surgical suites, and several outpatient clinics. The new 870,000 square foot facility houses inpatient units and day hospitals. The Clinical Center accounts for about half of all NIH-funded clinical research beds in the United States and accommodates about 7,000 inpatient and 70,000 out-patient visits a year. Patients are admitted to the NIH Clinical Center from all over the world for the sole purpose of participating in a clinical research protocol. The Department of Radiology and Imaging Sciences (RAD&IS) provides imaging services to the CC patients who participate in research protocols conducted by the various NIH institutes. Imaging services include X-rays, fluoroscopy, mammography, ultrasound, magnetic resonance imaging (MRI) scans, computed tomography (CT) scans and interventional radiology (special procedures). Diagnostic services in ultrasound, digital mammography, positron emission tomography/computed tomography (PET/CT), and nuclear medicine are also provided. All these diagnostic modalities generate clinical diagnostic images that are sent to and archived on the RAD& IS's Picture Archiving and Communication System (PACS). The departmental radiologists review the diagnostic images and dictate clinical findings using a Voice Recognition system (VRS). The findings are saved in reports which are stored in the RAD&IS's Radiology Information System (RIS) and forwarded to the Clinical Research Information System or the Clinical Center's Hospital Information System (CRIS). Purpose This request is for the purchase of the first option year of a multi year service agreement with Carestream Health Inc. for the continued maintenance of the Clinical Center's Picture Archiving and Communications System (PACS). Carestream Health Inc. is the manufacturer of the PACS currently in use at the Clinical Center. The PACS serves as the heart of Radiology and Enterprise's Image Viewing experience. The PACS contains proprietary software/hardware manufactured by Carestream. A service agreement is required but the Department of Radiology and Imaging Sciences to ensure continuous operation of this critical patient care system. Carestream under a complete PACS system refresh performed in 2009 along with renewable software licenses purchased prior to the 2009 refresh. Scope To provide continued service of the existing Carestream PACS owned and operated by the Department of Radiology and Imaging Science in the Clinical Center The Carestream PACS is a critical patient care system in daily use within the Clinical Center in support of care of diagnostic and research studies for patients in clinical protocols and the NIH Clinical Center mission of providing quality patient care. The following services shall be provided as needed: Provide full hardware repair services on-site Monday-Friday 8-5 Provide genuine manufacturer specified replacement parts Provide installation of all hardware engineering updates.Provide full 24/7 telephone technical support. Provide phone response to all issues with 30 minutes of start of coverage period Provide remote management service via a secure remote service access virtual private network Adhere to NIH security and privacy policies - see attached security documents Provide full software support for the current and the immediately previous releases of the all software products associated with the operation of the Carestream's PACS Provide and implement all software updates, releases and upgrades as they become available from Carestream Period of Performance July 1, 2011 - June 30, 2012 Delivery Location, Schedule, and Instructions See attached security clauses Government Furnished Equipment (GFE) There is no government furnished equipment requirements for this order. Inspection and Acceptance Criteria Services are provided on an as needed basis. The applicable North American Industrial Classification System (NAICS) code is 541519 and the small business size standard is $25 million dollars. The contractor response shall also include any other specific and relevant information related to the requirements of this project that will enable the Government to determine the capabilities of the company to perform the specialized requirements described in this synopsis.
