- U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Officer of the Chief Information Officer (OCIO), Architecture Division for the following items: (112) Maintenance for Tracker for Windows and (56) Maintenance for PVCS Version Manager for Windows. OCIO proposes to enter into a contract on a basis of Other Than Full and Open Competition. This is a Sole Source Justification for the procurement of "Tracker" a software maintenance renewal. Serena Version Manager holds numerous baselines and versions of software code for over 50 applications. This software code involves hundreds of thousands of files. Serena Tracker holds tens of thousands of system change requests and test problem reports for these same applications. This software offers the following simultaneously: 1) Issue and defect management which easily searches for duplicates, and track things like find/fix rates with trend reporting. 2) Incident and escalation management lets the user track time and state of incidents. 3) Change request management offers the user an ITIL-inspired approach to capturing, routing, and prioritizing change request through the entire change process. Simultaneously offering these functions makes this software unique. The requirement is to provide annual software maintenance. "Tracker" is the enterprise bug and defect tracking tool used to manage all system change requests (SCRs) and test problem reports (TPRs) for application. This software is also used throughout the application life cycle to improve application reliability, minimize downtime and reduce application deployment support costs. The requirement is also to provide annual software maintenance for Serena "Version Manager", a software asset, version management tool to control baselines, track check-ins, and/or role-back code. Version Manager Software is also used throughout the application life cycle. This manufacturer is the only one that provides the required upgrade and support services.
