- Description
- The contractor will provide, from acquisition of data from captive walruses, refine the bioenergetics model to determine seasonal variations and body condition related to the use and storage of energy by walruses. The US Geological Survey (USGS) intends to negotiate on a sole source basis with Dr. Shawn Noren Kramer, San Jose, CA, for services related to the collection and interpretation of data. Dr. Kramer is the only known source capable of providing the services required to compile and update the bioenergetics model. Ms. Kramer was instrumental in the development, introduction, and implementation of the current model. All data collected will use the existing model. The contractor will be required to travel to various locations to compile data for modeling. The period of performance shall be from September 1, 2011 to June 30, 2013. This proposed action is for services which the Government intends to solicit and negotiate with only one source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations. However, all quotations received within 30 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Responses must include complete description of services to be provided, containing sufficient technical information, to include specific expertise in marine mammal physiology and bioenergetics modeling and a Ph. D in a related field, to allow agency analysis to establish bona fide capabilities. All proposals or capabilities statements may be sent to the Contract Specialist at sevans@usgs.gov.
