Description
The Maritime Administratino, Division of Atlantic Operations, Norfolk, VA, intends to award a sole source award to Atlantic Catepillar for the following Statement of Work. Title: TS State of Maine - Main Engine and SSDG ABS Inspections. B ackground and Intent: The Training Ship State of Maine requires an opening and inspection of cylinder #6 of the Main Engine (MAK Model 6M601) and all 6 cylinders of Ship's Service Diesel Generator #2 (MAK, Model 6M 332) to obtain credit for an ABS Special Continuous Machinery Survey #5. It is the intent of this SOW to open, inspect and overhaul, as necessary, these equipments sufficient to obtain a satisfactory ABS credit. Performance Period: Work shall begin as soon as possible after Labor Day which occurs on September 5, 2011. Work shall continue 7 days a week, 12 hours per day until completed. It is estimated that this work will require a total of approximately 23 days. Work Description: ITEM 0001 - Provide Superintendant: The Contractor shall quote an estimated labor cost (including travel hours) to provide the services of Mr. Sven Petersen to perform the opening, inspection and re-assembly of the #6 cylinder of the main engine and all cylinders of the #2 ship's service diesel generator to the satisfaction, of the attending ABS Surveyor. This work shall require the evaluation and documentation of the condition of each cylinder's crank pin, cylinder liner, cylinder relief valve, exhaust valves, fuel injection pump, fuel injection valve, intake valve and piston. The work hours shall be 12 hours per day, 7 days per week. The quote shall specify the cost per hour for regular time (Monday thru Friday, 0800 - 1630), overtime (all work exceeding 8 hours per day Monday - Friday and the first 8 hours on Saturday) and double time (after 8 hours on Saturday and all work on Sunday and US Holidays). The ship's crew and cadets shall be available to provide limited assistance during all activities. Invoicing for this ITEM shall reflect actual hours worked supported by time sheets signed by the ship's Chief Engineer. ITEM 0002 - Travel, Lodging and Per Diem Expenses: The Contractor shall quote an estimated total cost of travel, lodging and per diem expenses for providing Mr. Petersen throughout the period of performance defined in Item 0001 above. Invoicing for this CLIN shall reflect actual expenses incurred up to the maximum travel and per diem rates permitted by the U. S. Federal Government. ITEM 0003 - Supplemental Labor: In the event that additional labor hours are required beyond that estimated in ITEM 0001 above, they shall only be authorized via a change order issued by the Contracting Officer (CO) or Contracting Officer's Technical Representative (COTR) using the rates provided in CLIN0001 above. No other party but the CO or COTR may task changes or supplementals. The contractor shall be prepared to provide up to 5 additional days of labor at the rates quoted in CLIN 0001 above, if authorized. ITEM 0004 - Supplemental Material: In the event that any materials are required to perform the work described in ITEM 0001 above for which the ship cannot readily provide, their purchase shall only be authorized via a change order issued by the Contracting Officer (CO) or Contracting Officer's Technical Representative (COTR). The Contractor shall be prepared to provide up to $20,000 in supplemental materials (to include equipment parts), if authorized. In addition, any additional travel, lodging and per diem expenses, beyond those estimated in ITEM 0002 above, shall only be authorized via a change order. Travel, lodging and per diem expenses shall be at the same rates defined by ITEM 0002 above. SOLE SOURCE JUSTIFICATION: Vendor maintains an engineering capability unique to providing requested parts(s) and/or material(s). Vendor is the only known/identified source located, capable of providing part(s) and/or material(s) after extensive search by the requisitioning entity. Vendor is geographically unique in being the only entity within reasonable proximity to the location of the vessel, with the personnel, expertise and equipment, along with necessary indemnities, to perform the required work. Vendor is the choice of record due to standards of quality and applications of part(s) and/or material(s) production. Vendor experiences unique knowledge and ability in provision of part(s) and or material requested. One cylinder of the Training Ship State of Maine's main engine and one ship's service diesel generator are due for ABS opening and inspection. Borth engines are MAK. ABS will only accept an authorized MAK repair technician to conduct the work. Atlantic Tractor (DBA Atlantic Cat) is the only known/identified MAK representative for parts and services in the North East. Their technician has a long history with these specific engines and this training ship.
