- Information Technology Portfolio Management Support Services The Office of Justice Programs is seeking sources capable of providing support of its Portfolio Management Program. Vendors communicating experience providing all OJP Portfolio Management functions (IT Investment Management, IT Project Management, Financial Management and Enterprise Architecture) and further communicating an ability to integrate these functions into a unified program will be provided a Request for Proposal (RFP). Responses shall be limited to three (3) pages, single sided, 12 point font with one (1) inch borders. Background The Office of Justice Programs (OJP) provides innovative leadership to federal, state, local, and tribal justice systems, by disseminating state-of-the art knowledge and practices across America, and providing grants for the implementation of these crime fighting strategies. Because most of the responsibility for crime control and prevention falls to law enforcement officers in states, cities, and neighborhoods, the federal government can be effective in these areas only to the extent that it can enter into partnerships with these officers. Therefore, OJP does not directly carry out law enforcement and justice activities. Instead, OJP works in partnership with the justice community by developing outreach initiatives and programs to identify the most pressing crime-related challenges confronting the justice system and to provide information, training, coordination, and innovative strategies and approaches for addressing these challenges. The Office of the Chief Information Officer (OCIO) provides leadership and guidance in Information Technology (IT) for all of OJP. The OCIO manages IT products, services, and resources to advance OJP's mission, as well as to improve management effectiveness to deliver superior results to OJP's employees and U.S. citizens by maximizing the benefits of information technology. This Statement of Work describes the scope of work, objectives, tasks, and resources needed to successfully fulfill OCIO's IT Portfolio Management related responsibilities in support of OJP's mission. Requirement The contractor shall provide support services and Program Management to manage and administer OCIO IT Portfolio Management functions of: Project Management, Financial Management, Investment Management, and Enterprise Architecture. The broad scope of work consists of consulting, planning, researching, analyzing, assessing, reviewing, and integrating processes and procedures; tracking, monitoring and controlling resources; and developing briefings, whitepapers, reports, policies, and tools to manage and administer OJP's IT portfolio. Program Management (PgM) The Program Management task includes the activities necessary for the contractor to manage his or her personnel on the resultant contract as well as coordinate contract activities with the government. The contractor shall provide Program Management to administer, manage, and oversee the integration of OCIO's Portfolio Management support activities, including but not limited to Project Management, Financial Management, Investment Management, and Enterprise Architecture. IT Investment Management Support The contractor shall provide investment management support by performing the following activities under this task, which include but are not limited to: Capital Planning and Investment Control (CPIC) process in satisfying the Office of Management and Budget (OMB) preparation, submission and execution of the budget (OMB-A-11) requirements for Information Technology, e-Government, and capital assets management. IT Investment Reporting and maintenance of Exhibit 300 information for investments determined to be major. IT Project Management (PM) Support The contractor shall assist federal employee project managers with all aspects of the project lifecycle including planning, executing, monitoring, controlling, and close out. The project management support team shall provide a significant level of competence to any technology project they undertake by leveraging technical backgrounds with strong IT management experience, and providing clear communication among different disciplines to deliver to current-year and future-year initiatives that cross platforms, applications, and/or business lines. Financial Management Support The contractor shall provide Financial Management Support to administer and manage OCIO's Budget. The contractor shall perform day-to-day financial management activities including, but not limited to, developing, updating, tracking, and reporting allocated, obligated, capitalized, and expensed funds, as well as conduct analyses to provide financial recommendations. Enterprise Architecture (EA) Support The OJP Enterprise Architecture will be developed in a phased approach, leveraging the Department's segment architecture methodology. Architecture Management will be a steady-state activity to ensure participation, education, communication, monitoring and control as described in the SOW EA task. All EA models and standards will be updated as appropriate to include information from each segment initiated. *Contractors interested in competing for this requirement MUST respond to this notice (expressing interest) by the end date and time in order to be considered. **Contractors that respond will be issued the full SOW and required to submit a capability statement in response to the SOW. OJP will then review these capability statements and make a down-select from the contractor pool based on the contractors whose capability statements best address our requirements document (SOW). The selected contractors will then be issued the RFP and invited to compete for this contract. ***This requirement is a competitive 8(a) requirement. Eligibility will be verified, please submit your 8(a) information with your interest statement. ****All eligible contractors must be able to perform these services in Washington, DC. *****All response shall be submitted to Elvis R.
