Description
Contractor shall provide all materials, parts, tools, equipment, supplies, labor, supervision, and transportation required to supply and install one (1) outdoor cartridge dust collection system at the Naval Submarine Base New London located in Groton, CT. The following summary is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. It is expected the contractor will attend the site visit and thoroughly familiarize himself with the project. Scope of Work will be provided when the solicitation package is issued. Project Description: Supply and Install one (1) Outdoor Cartridge Dust Collection System outside of Building 33 at the Naval Submarine Base New London, Groton, CT. Contractor shall supply and install one (1) Outdoor Cartridge Dust Collection System in accordance with the Scope of Work. NOTE: For this project, the Government is buying an item of supply (dust collection system) that involves construction services (to disconnect an existing dust collector and set it aside for disposition by the Government, and to cut a hole in the exterior siding of the building and add approximately 40 feet of 12 inch duct to the existing duct in order to extend it outside of Building 33 and connect with the new dust collector). A pre-installation/construction conference may be held prior to the actual start of the project. This solicitation is 100% Set Aside for Small Business. The NAICS Code for this procurement is 333411, and the size standard for this NAICS Code is 500 employees. Because this solicitation is being issued as a Small Business Set Aside, the non-manufacturer rule applies in accordance with FAR 19.502-2(c); this means that any concern proposing to furnish a product that it did not itself manufacture must furnish the product of a small business manufacturer. The solicitation will require that contractors identify the small business manufacturer for the product that they quote. The tentative timeframe for issuance of the Request for Quote (RFQ) SP3300-11-Q-1019 for this requirement is on or around JULY 8, 2011. A site visit will be conducted, which contractors are encouraged to attend. The exact date and time for the site visit will be stated in the solicitation package. The solicitation will also establish the RFQ due date and time. Access to the solicitation package to include the Scope of Work will only be made available to prospective offerors via the Federal Business Opportunities (FedBizOpps) website at http: www.fbo.gov. Hard copies of the solicitation will not be distributed. Any questions concerning this project should be directed to the Contract Specialist Dan Herring at daniel.herring@dla.mil. All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibility to access the Federal Business Opportunities (FedBizOpps) website for any amendments that may be issued under the RFQ. There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may be issued up until the quotation due date. Failure to acknowledge amendments may render your quotation ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the Central Contractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http:// www.ccr.gov. Prospective contractors shall also complete electronic annual representations and certifications at http://orca.bpn.gov in conjunction with required registration the CCR database. All responsible offerors may submit a quote which shall be considered by this agency. The Government intends to award one purchase order as a result of this RFQ. Award will be made to the lowest responsive, responsible bidder. An offeror must be determined responsible according to the standards of FAR Subpart 9 to be eligible for award.
