The project consists of the following major items of work: remove and replace damaged sections of 2-inch thick bituminous plant mix walkways within the Coho Campground (Approximately 625 SY). Remove tree roots, rocks and other material within walkways prohibiting leveling of the base course. Design and construct new bituminous plant mix walkways from existing walkways to the new restrooms, building and kiosk aprons (Approximately 666 SY), meeting Forest Service Outdoor Recreation Accessibility Guide requirements. Remove and repair a portion of the picnic parking area (Approximate 20 SY). Install two (2) ten (10) foot sections of PVC-Coated RGC 1-1/2 inch electrical conduit capped on both ends, twenty-four inches (24") deep for future use. This project is located in Coho Campground on Lake Wynoochee, Hood Canal Ranger District, Olympic National Forest, Section 17, Township 22 North, Range 07 West, W.M. Project site may be reached by traveling north from Montesano, Washington, on Wynoochee Valley Road, Forest Service Road (FSR) 22, for approximately 36 miles to the junction with FSR 2294. The government will proceed to issue a Request for Proposal (RFP) solicitation as a total small business set-aside. The government estimated value is between $100,000.00 and $250,000.00. Offerors will be evaluated on: price; experience; past performance; key personnel and subcontractors; proposed equipment; price realism; and Level of Confidence Assessment Rating (LOCAR). Contract award will be to the offeror whose offer, conforming to the solicitation, is the best value to the government. A bid guarantee, performance bond, and payment bond are required. Davis Bacon Act wage rates apply. The proposed contract-type is firm-fixed price. This solicitation will be available on, or about, JULY 08, 2011. The NAICS Code for this procurement is 237310 and the annual size standard is $33.5 million. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
