Assistant Police Advisor ISSUANCE DATE: 06/22/2011 CLOSING DATE: 07/22/2011 SOLICITATION NUMBER: PSC-11-034-INL Gentlemen/Ladies: SUBJECT: Solicitation for a PSC to serve under DOS in INL. The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. Submissions shall be in accordance with the information provided herein and at the place and time specified. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Tbilisi, Georgia GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The State Department Bureau of International Narcotics and Law Enforcement Affairs (INL) program in the Republic of Georgia (ROG) is funded from the Assistance to Europe, Europe, and Central Asia (AEECA) account. AEECA is a comprehensive, multi-year regional initiative designed to provide US foreign assistance to support democratic and economic transition in the former Soviet Union, by promoting economic and democratic reform, encouraging good governance, improving capabilities of law enforcement and criminal justice sector institutions to combat organized crime and narcotics trafficking, and by strengthening border security to secure against threats to regional stability. INL programs supported through AEECA assistance focus on reforming law enforcement institutions and the criminal justice system, as well as building the capacity of justice sector institutions and actors in Eurasia. Currently, the domestic AEECA assistance program administered by INL in support of law enforcement reform and criminal justice capacity building efforts in Georgia totals over $34 million. A smaller quantity of International Narcotics Control and Law Enforcement (INCLE) funds are also administered overseas at Post in Tbilisi. Criminal justice assistance is a core component of the United States Government (USG) contribution to stability and reconstruction operations worldwide. At present, INL manages criminal justice policy and programs in many international locations and oversees over 1,000 personnel deployed in the field to implement these programs. Within the US Embassy Tbilisi, the Narcotics Affairs Section (NAS) functions as the INL field office to manage bilateral assistance projects that design, build, and nurture the capabilities of law enforcement agencies in Georgia. NAS Tbilisi coordinates and provides a broad range of training, services, and equipment aimed at improving the organizational efficiency, capabilities, and infrastructure of host government law enforcement and judicial institutions. Purpose: The main purpose of this PSC is to develop and implement training while also providing technical assistance to Georgian law enforcement in coordination with the efforts of the Senior Police Advisor (SPA). The Assistant Police Advisor (APA) will assist in the drafting of curricula for the police academy, developing reference materials for future development needs, presenting training programs, gathering information for reports, performing end use monitoring, and assisting in the conduct of training needs assessments to identify training, policy and procedural deficiencies within the Georgian Ministry of Internal Affairs (MOIA). The APA will report directly to the SPA, who reports to the NAS Director. The APA is expected to work primarily in the field and will have their primary office space at the Georgian Ministry of Internal Affairs Police Academy (GMIAPA) with access to a shared workstation at the NAS. Duties and Responsibilities: a. Assist in the drafting of curriculum for the police academy and police entities (basic mandate to advance/specialized courses). b. Based upon past experiences, be able to develop, write and edit a training police training programs based upon Training Needs Assessment (TNA) and requests of host government. c. Present training courses in defensive tactics, firearms, judgmental use of deadly force, and other operational courses. d. Coordinate supervision and management courses for the police. e. Conduct End Use Monitoring during the presentation of courses or visits to local/regional police units. f. Assist the NAS in gathering information necessary for reports or cables outlining the current situation or status of the police. g. Oversee the development and implementation of Mobile Training Teams. h. Assist perform training needs assessments and post course assessments to identify further training or deficiencies in training that need to be addressed. Physical Demands and Work Environments: • Daily work will involve deskwork, working at a computer terminal, meeting with Government of Georgia (GOG) officials in their offices, providing instruction in both Academy and rural (non-developed) training sites. The APA will be based at the Ministry of Internal Affairs in Tbilisi. • Some travel to training sites within the ROG will be required. This may necessitate climbing stairs or walking over rough terrain. Position Elements: • Supervision Received The APA will report to and receive general guidance from the SPA. The APA will receive program policy direction concerning overall program priorities and objectives, after which the APA will negotiate the scope and objectives of each task independently with little input by their supervisor. • Guidelines The APA will be guided by the INL Program and Policy Guide. Supplementary guidance will be provided by the Foreign Affairs Manuals for Financial Management (4 FAM), General Services (6 FAM) and Logistics Management (14 FAM), and associated Foreign Affairs Handbooks (FAH). • Complexity The work involves planning, organizing, and managing day-to-day administration and oversight of a large number of organizational initiatives, equipment ordering, and training details. The ability to manage large quantities of ever evolving data effectively is essential. • Scope and Effectiveness The APA performs a broad range of tasks related to a complex foreign assistance program in the ROG. INL programs have a significant impact on embassy operations, including those of other USG agencies. • Personal Contacts The APA will work closely with other INL personnel, Embassy Management Section personnel, other embassy USG law enforcement agencies, contractors implementing INL projects, and host country counterparts. • Travel Frequent travel to local locations will be required. Occasional travel to countries in the region and the US may also be required. Minimum Qualifications: 1. U.S. citizen; able to obtain/maintain a DOS security and medical clearance. 2. Bachelor's degree from an accredited institution. 3. Proficient in Microsoft Office Suite. 4. Minimum of eight (8) years of professional-level work experience in the area of in US law enforcement, and in a position that involved arrest powers. 5. Proven ability to communicate effectively, both orally and in writing, and superior interpersonal skills. 6. Three (3) years minimum experience teaching in a police academy setting vague. 7. Certified by Federal or State agency and/or licensing board as a police instructor in general instruction, firearms, and defensive tactics. Submit certification with application. 8. Minimum of three (3) years as a Supervisor or Manger supervising a work staff of employees in an agency of at least fifty sworn personnel. Preferred Qualifications: 1. Ability to make sound decisions in a timely manner is vital. Must have initiative, well-developed problem-solving skills, flexibility, receptivity, and creativity in dealing with problems and conflicts. Ability to multi-task, working on and bearing responsibility for several simultaneous projects while keeping the overall program goals in perspective. 2. Proven ability to interact effectively with a wide range of personnel at all levels of an organization. Previous overseas experience is desirable but not required. 3. Based upon their law enforcement and supervision/management experience required above the applicant must be familiar with best practices in law enforcement, including, but not limited to arrest, search and seizure, officer survival, use of force, use of firearms, defensive tactics, community policing, leadership/management development, curriculum development, instructor development, and problem solving models used in law enforcement. 4. Ability to evaluate and assess capabilities and weaknesses of the existent law enforcement capabilities of the Government of Georgia (GOG)/Ministry of Internal Affairs (MOIA), identify and prioritize critical deficiencies and develop detailed and plausible solutions to correct such deficiencies 5. Ability to plan and prioritize training and equipment requirements, elaborate technical requirements and detailed statements of work, and make recommendations on cost-benefit of various products and equipment based on consultations with end users Evaluation Criteria: Factor 1 Knowledge: Extensive knowledge of current best practices in law enforcement to include: critical liability issues in law enforcement, academy training requirements, field training requirements, community policing, problem solving, adult learning, curriculum development, firearms training requirements, defensive tactics requirements, training needs assessment procedures and project management. (35 points) Factor 2 Experience: Experience and ability to assess programs and assist in developing and implementing plans for improving U.S. capacities to implement law enforcement programs. (25 points) Factor 3 Leadership and Interpersonal Skills: Ability to liaise with members of relevant USG agencies, GOG representatives, and the international community in developing and coordinating law enforcement programs. (15 points) Factor 4 Professional Background: No Peace Officer Standards and Training substantiated complaints, extensive police background to include proven experience as a supervisor or manager in a department of more than 100 persons. (15 points) Factor 5 Past Performance: Offeror's previous experience and quality of past performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (10 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
