Description
The purpose of this posting is to issue a Pre-solicitation notice for the Orthopedic Surgeon requirement. DUE TO ARTICLE VI OF SUPPLEMENTARY AGREEMENT 3 TO THE DEFENSE AND ECONOMIC COOPERATION AGREEMENT (1980) BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES AIR FORCE INTENDS TO AWARD THIS UPCOMING REQUIREMENT (ONCE FUNDED) TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. The Orthopedic Surgeon shall provide services to perform inpatient and outpatient Orthopedic care required for U.S. Government beneficiaries. The Orthopedic Surgeon shall provide care to eligible beneficiaries at the 39th Medical Squadron (also referred to as the "medical treatment facility" [MTF] on Incirlik AB) or in local civilian hospitals as required to support the Orthopedic needs of the MTF. The Orthopedic Surgeon shall furnish all labor, management, supervision, consultations, and reports. Orthopedic care shall be as comprehensive as government-supplied facilities, equipment, and support services permit. Performance shall be according to the requirements contained in the Performance Work Statement (PWS) and professional standards of the Joint Commission on Accreditation of Healthcare Organization. The following planned milestones for this acquisition that are not firm and are subject to change: on or about 8 July 2011 - Issue Request for Proposal (RFP), 18 July 2011 - Interview Documents submitted, 1 - 5 Aug 2011 - Interviews, 9 Aug 2011 - Proposal due date, 31 Aug 2011 - Award Decision, 01 October 2011 - Contract Performance Start Date. Firm dates (Interviews and proposal due date) will be given in the RFP once issued. The contract performance period will consist of one base year and four option years. The solicitation (RFP) will issued by posting to the Federal Business Opportunities web page (https://www.fbo.gov) under FA5685-11-R-0027. No paper solicitations will be issued. Therefore interested parties should periodically review the web page for updates. Questions regarding this acquisition should be referred to the 39th Contracting Squadron Base Support Flight by e-mail at lgcb.confirmations@incirlik.af.mil or dontly.balmaceda@incirlik.af.mil. The United States Government will only award contracts to Turkish concerns registered with the Central Contractors database at https://www.bpn.gov/ccr/default.aspx
