- The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research for potential sources and best practice information towards availability and potential user acceptance in a Tier 2 Pelvic Protection System (PPS) for use by USMC personnel. Current operations expose USMC personnel to threats of Improvised Explosive Devices (IED) and the concurrent damages associated with these events. Increased protection for the pelvic region is desired to protect against the effects of this threat. MARCORSYSCOM intends to determine the availability and practicality of a system with design features that can provide increased protection to the groin, perineum and closely adjacent areas from high velocity fragmentation. These systems would be worn on the outside of the combat uniform from the trouser belt and be capable of being worn in a stowed configuration and easily deployed to an operational configuration by the user without tools. Ease of transition to and from the stowed and deployed configurations is desired to accommodate the varying mission requirements encountered in current operations. The system should be capable of meeting or exceeding the ballistic protection levels specified in CO/PD-22 G (Outer Tactical Vest). The system should allow unimpeded mobility while stowed and be deployed within one minute with little to no mobility reduction. The Tier 2 PPS shall not increase the infrared signature of the Marine and shall be made of materials that are non-corrosive and have a finish that is dull/non-reflective. It shall be fungus resistant and not degraded by water, salt water, insect repellent, petroleum, oil, and lubricant products. The system must be water resistant, attach directly to the Marine Corps combat belt and fully compatible with Marine Corps combat uniform and service common body armor and load carriage systems. The Tier 2 PPS must be available in no more than two sizes and must accommodate the 5th through 95th percentile male and female Marines and shall be coyote brown (threshold) or desert/woodland MARPAT (objective). The outer carrier shall be constructed of a mid weight Nylon-Cotton (nyco) similar to that used in the Marine Corps Combat Utility trouser which meet the specifications outlined in attachment 1 (Tier 2 Pelvic Protector Outer Material Specifications). Only responses from industry will be considered. All responses should include any available test data and a discussion on use or testing that has been conducted by the United States, or other allied military/government organizations. Solutions/designs that have not been previously procured or subjected to official user evaluations or other testing conducted by United States military/government organizations, or other allied military/governmental testing and procurement organizations/activities, will NOT be considered ready for production . Information gathered under this request for information may be used by the Government to support an acquisition approach that may include the execution of available FY11 funds in order to begin delivery of a production ready capability before the end of the calendar year. Accordingly, all responses must include rough order of magnitude (ROM) pricing for an existing solution based on an estimated production quantity of between 14,750 and 45,150 systems. ONLY Berry Amendment compliant submissions that are production ready (i.e., beyond the developmental stage) will be considered under this request for information. Any Berry Amendment compliance information shall be detailed and must be capable of addressing the approach that will be taken to satisfy all Berry Amendment requirements. This discussion may include any of the following: licensing agreements, partnerships, joint ventures, manufacturing agreements or subcontracting plans. Any discussion of the above must include how the proposed business arrangement will be capable of manufacturing a minimum of 4,000 Berry Amendment compliant end items a month not later than December 2011. In addition, each response must provide a detailed bill of materials with an acknowledgement that all end products or components to their solution have been grown, reprocessed, reused or produced in the United States IAW DFARS 225.7002. WRITTEN RESPONSES Respondents are requested to include literature, brochures, and capabilities summaries directly addressing their ability to meet the Tier 2 PPS attributes listed above. Additional information is requested identifying business size, manufacturing capability and facilities. Furnished written materials and any proprietary information will be protected when clearly identified as proprietary. No telephonic responses will be accepted.
