Description
VHA Health Data Systems - Data Element Support Services Request for Information VA-701-11-RI-0347 I. Introduction: This sources sought notice is for market research purposes in accordance with the Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. This sources sought notice is a Request for Information (RFI) before the release of any resultant solicitation. This is not a request for a proposal and does not guarantee the release of any solicitation. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The Veterans Health Administration (VHA) is seeking interested sources (contractors) for a near-future solicitation and procurement for Data Element Technical support services. At this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. II. Background: The purpose of this contract is to secure technical services for the Health Data Systems (HDS) Portfolio, which is one of the six health information technology (IT) investment portfolios in the Office of Health Information's Enterprise Systems Management Office. HDS is an interdisciplinary team that works with other Department of Veterans Affairs (VA) and Veterans Health Administration (VHA) offices, Department of Defense (DoD), other Federal agencies, and private sector partners. HDS supports the entire health IT investment lifecycle for VHA's health data systems. III. Requirements: The contractor shall provide all labor, supervision and all other resources required to deliver data element technical services support. Technical services are required in the identification, development, coordination and communication of data requirements necessary to fully support the VA's collaboration internally (VA) and externally (federal and private sector partners) to collect, store, report/analyze and exchange data elements, as well as VA's adoption of health data standards. Work includes, but is not limited to, providing day-to-day services in identifying and analyzing clinical and non-clinical data, business requirements and preparing data elements for standardization and incorporation into the VA's various databases, data repositories, data registries, data warehouses, and any future data storage requirements. These technical services will support all six ESM portfolios but the preponderance of work is in the Health Data Systems portfolio. The contractor shall also support HDS' analysis of business requirements/data elements for VA computing systems which include the legacy system and the Joint VA/DoD Electronic Healthcare Record Way Forward initiative. VA data repositories must be appropriately constructed to receive the data and the source systems and ensure applications are configured to send data, and that the data elements themselves are standardized as necessary to support critical functionality. IV. Submittal Information: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1.Company name, Duns Number, Company point of contact name, telephone number and email address 2.Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.) 3.If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 4.Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 5.Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a.The name, address, and value of each project. b.The Prime Contract Type, Firm Fixed-Price, or Time and Material. c.The name, telephone and address of the owner of each project. d.A brief description of each project and why it is relevant to this requirement. Include difficulties and successes. e.Brief description of your company's role and services provided for each project. 6.What is the normal length of a contract for the requirements described above? 7.Do you perform the work on-site? Can it be provided off-site? 8.What kinds of performance incentives are used? 9.What kinds of performance assessment methods are commonly used? 10.What are the common qualifications of the people who are providing these services? It is requested that the above information be provided no later than July 5, 2011 at 04:00 PM EST. Responses should be emailed to Adrian Cadena at Adrian.cadena@va.gov.
