- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Division of Applied Research and Technology (DART), Cincinnati, OH hereby announces its intent to issue a purchase order to Tapco Products, Cincinnati, OHfor a text fixture to produce samples of dust created by the cutting of cement/fiberboard using circular saws, miter saws, and power shears. The text fixture must include automation to index samples of the test material and pass the cutting tool through the material. The required customized automatic test system is to be integrated into an existing test chamber. The system involves both automatic control using Programmable Logic Controller (PLC) and Human Machine Interface (HMI) and mechanical construction of the whole system. Deliverables 1. One 4' wide x 4' deep x (approx.) 8' high framed structure made of Bosch (or equal) structural framing material. The exact dimensions will be determined by the dimensions of the existing air chamber and the structure will be built on casters. a. Hinged doors on front and back half of the enclosure, Plexiglas or equivalent cover. Doors will begin at the height of the work surface ane extend to the top. b. Rear door to include hose adapter for vacuum line c. Top cover to be clear material d. Doors will be equipped with appropriate safety interlock switches for compliance with Category 3 safety. 2. Fixture(s) to mount on the three power tools - miter saw, circular saw, and power shears a. Fixture to be adjustable to fit various models of each power tool b. Adjustment will be manual using a hand wheel or equivalent 3. Two axes of linear motion (linear slides) to move material into tool and to advance the material for each cut. a. Axis 1 will index the sample across the cutting tool at interval determined by operator input. b. Axis 2 will move the tool perpendicular to the sample to cut through the material c. Each axis will be ball screw driven using slides form Thomson Linear Motion. d. Slides will be appropriately protected from contamination from cement dust. e. The linear motion speed can be varied through the PLC using the operator interface terminal and the speed range will be determined upon design of the system. 4. One pneumatic actuator to operate the power miter. a. Actuator will be adjustable for various miter saw models b. Motion for the miter saw test bed will include the following moves; origin>slide to the cut position>chop down and get the sample cut>slide to complete the cut>move up back to the origin. 5. Servo motors and drives for the two slides a. Omron 5G (or equivalent) Series Servos sized appropriately for loads b. Two complete motor/drive packages included 6. Controls for the power tools a. All the power tools to be tested, i.e., circular saws, miter saws, and power shears, will have external controls for turning on/off and bypassing the safety feature on the tools b. Furnish outlet box in test area of the test cell to plug in power tools. The power to the outlet box will be switched and controlled by the program in the PLC c. Switches and guards on the power tools will be defeated by the end user. It is expected that the switches will be held closed by a zip-tie or equivalent. 7. PLC and HMI to control the operation a. Omron CJ1 or CP1H Series PLC (or equivalent) with appropriate I/O and motion control interface b. All approriate programming and engineering included 8. Control enclosure including all appropriate terminals, fusing, disconnects, etc. a. Enclosure will include front mounted HM1 to allow operator interface for the purpose of machine set-up 9. All programming and assembly Expected Timeline - 8 - 10 weeks after receipt of order. System warranty to be covered by manufacturer for one year Price to include training at NIOSH site for operation of system (4 hours) Follow-up visit for design adjustments based on desired changes as NIOSH gains experience with system (4 hours) Availability of contractor for 60 days to make changes to the program if they are related to errors/omissions in the original design. This Project is supported by justification for other than full and open competition to Tapco Products, under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information, in the format of their choice, to Denise Rains, 315 East Montgomery Avenue, Spokane, WA 99207; email dgr8@cdc.gov ; or fax 509-354-8099. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a Federal contract - www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Tapco Products ad the only source, and a purchase order will be issued without any additional notices being posted.
