- Request for Information: Commercial Distribution of Antiviral Drugs from SNS Introduction: In order to improve the availability of antiviral drugs (AVDs) and reduce the logistical burden on public health during an influenza pandemic, the US Government is considering collaboration with commercial partners to distribute and dispense AVDs from the Strategic National Stockpile (SNS). DSNS goal: Leverage commercial supply chain capabilities to distribute federal assets, thereby improving access to AVDs and reducing the burden of distribution on public health. RFI Goal(s): 1. Determine interest and ability of private sector to meet the specifications listed below. 2. Determine limitations and constraints of commercial partners. 3. Determine mechanism by which multiple commercials partners could operate independently, but cooperatively to accomplish DSNS goal. Potential partners should respond by indicating their interest and ability to meet the specifications listed below. Potential partners should also describe limitations or constraints in accomplishing the described task(s). The US Government acknowledges the tiered nature of the pharmaceutical distribution-retail network and encourages industry leaders in both distribution and retail to address this RFI and propose mechanisms under which they could operate, even if unable to accommodate all the specifications. To help clarify the intent and context of this RFI, CDC will conduct a conference call on August 8, 2011 at 2:00 PM EDT with interested partners. To access the conference call please dial 1-866-765-5526, callers will be prompted to enter the participant pass-code; please enter 7921636, followed by the # sign. A summary of the questions and answers from the conference call will be added to this notice. Interested parties may also submit preliminary questions prior to the call. Please submit your questions to Christine Godfrey (Cgodfrey@cdc.gov) by August 1, 2011. Specifications 1. Receive product from SNS warehouse(s) within 24hrs of notification. a. Estimated amount of product: between 1,350 and 9,700 pallets during the response. b. After receipt of product, but prior to additional shipping guidance, store product for up to 2 weeks accordance with current Good Manufacturing (cGMP) Standards. 2. For duration of response, deliver product to retail stores. a. Adhere to distribution guidance, which CDC/DSNS will provide. Distribution guidance will provide additional information on: i. Timeframe for delivery: Expected timeframe for delivery of product from distributor to store level will range from 24 hours to 48 hours. b. Equitable distribution: Provide an equitable distribution of product across the population within designated operational area. Distribution may be based on population density or demand depending on disease outbreak and CDC guidance. 3. Commercial partners will define their operational area by the cities, states, or regions to which they can provide product. This information will be used by USG to ensure nationwide coverage of population. 4. Product tracking and reporting. a. Track product from receipt to patient dispensing. b. Submit daily reports, to include: i. Disposition of product by: 1. Quantity 2. Lot 3. Expiration date 4. Lowest unit of measure ii. Location of product 1. Distributor/retail warehouse 2. In transit (to/from) 3. Retail location iii. Damaged product (include cause) iv. Expired product c. Submit weekly reports, to include: i. Dollar amount billed 1. By product type 2. By retail location 5. Unused product/product disposal: a. Commercial partners will utilize reverse distribution back to a consolidated location (1/partner) for USG pick up and disposal of product provided by CDC. 6. Other expectations of industry: a. Pharmacists will dispense product in accordance with CDC/DSNS guidance. b. Retailers may charge consumers a small administrative fee no higher than the allowable amount in the most recent Medicare/Medicaid fee table. i. CDC/DSNS will provide product billing codes to allow product to be billed and inputted into billing systems.
