- Description
- 1. SUBJECT: The Air Force Office of Special Investigations (AFOSI) is conducting market research for Advisory and Assistance Services Support. The purpose of this Request for Information (RFI) is to search for eligible and responsible 8(a) contractors capable of assisting AFOSI in providing on-site support. 2. SYNOPSIS: The mission of the Air Force Office of Special Investigation (AFOSI) is to provide professional special investigative services for the protection of U.S. Air Force (USAF) and Department of Defense (DOD) people, operations, and material worldwide. Command priorities involve the exploitation of counterintelligence activities for force protection; solving violent crimes that impact the USAF and/or DOD; combating threats to DOD information systems and technologies; and defeating and deterring acquisition fraud. AFOSI has a requirement for Advisory and Assistance Service to the DoD and AFOSI mission consistent with applicable Federal, DOD, USAF, and AFOSI directives and policy. Such activities may be conducted in a highly classified, secure environment, on a sensitive time schedule to support AFOSI, AF, and DoD Operations worldwide. AFOSI's vision for this requirement is to have an Indefinite Delivery Indefinite Quantity contract in place to meet mission needs for highly specialized properly cleared professional support as needed. 3. GENERAL SCOPE: The scope of this requirement may encompass tasks from the following areas: o War Planning / Deployment Operations o Warfighting Analysis / Technical Support o Counterintelligence Psychology Support o Deployment Psychology Support o Research Development and Acquisition (RDA) o Supply Chain Risk Management (SCRM) o Project Coordination / Financial Support / Training The contractor shall provide all personnel, supervision, and other items and non-personal services of highly skilled qualified professionals. The contractor shall be responsible for acquiring, managing, and retaining cleared TS/SCI personnel with the specialized skills. Some of the tasks may require individuals passing a counterintelligence polygraph test. CONTRACT TYPE: The Government anticipates award of a single Indefinite Delivery Indefinite Quantity (IDIQ) contract. Travel and Other Direct Costs (ODCs) will be provided on individual Task Orders on a cost reimbursable basis. The Period of Performance shall consist of one base period and two (2) one year option periods. There is no guarantee that the option periods will be exercised. The North American Industry Classification System (NAICS) of this acquisition is 541690, with a size standard of $7M. Contract award will be based on Performance Price Trade-Off. This contract will be performance-based and solicited as an 8(a) competitive acquisition, and will be conducted in accordance with FAR Subpart 19.8. CONTRACTOR QUALIFICATIONS: The contractor shall support operations, administration, support program and/or project coordination and administration; provide engineering and technical support services; or improve the effectiveness of processes or procedures. Such services may take the form of information, advice, opinions, alternatives, studies, analyses, evaluations, recommendations, training, and technical support. 4. RESPONSE SUBMISSION AND CONTACT INFORMATION: ELECTRONIC RESPONSES: Electronic responses to this RFI must be addressed to deborah.grant@afncr.af.mil Responses must be received by this office on or before 30 Jun 2011, 3:00 PM, EST. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. 5. RELEASE OF CLAIMS, LIABILITY, AND PREPARATION EXPENSES: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with replying to this RFI. All information received in response to this RFI marked as "proprietary" will be handled accordingly. Information provided as a response to the RFI will not be returned. 1.
