- This PRE-SOLICITATION NOTICE is issued to announce that the Department of the Interior (DOI), National Park Service (NPS), Alaska Regional Office intends to issue an Invitation for Bid (IFB) for the exterior and interior preparation, power washing, sandblasting, and prime and final paint coats for the 10,000 gallon water tank that services the Teklanika Campground in Denali National Park and Preserve. Teklanika Campground is located at Mile 28.5 on the Denali National Park Road. Establishment of a construction camp will only be permitted in the campground area. NOTE: The tank site is designated "Wilderness" and, as such, vehiclular access of any type from the Park Road will NOT be allowed. All equipment, tools, materials, and supplies must be "sling loaded" by helicopter to the project site. Personnel/crew access will be by foot each day, approximately a 700-800 foot walk with a slight incline to the project site. All work will be performed under a single contract. GENERAL INFORMATION: The estimated price range for this project is between $25,000 and $100,000. The applicable NAICS code for this action is 238990; the Small Business Size Standard for this NAICS is $14.0M. This IFB is restricted to Woman Owned Small Business (WOSB) concerns only that have been certified by the Small Business Administration (SBA). This project is subject to the Davis-Bacon Act. Be advised that this requirement may be delayed, cancelled, or revised at any time during process based on decisions related to DOI and NPS changes. CENTRAL CONTRACTOR REGISTRATION INFORMATION: To be eligible for a government contract, contractors must be registered in the Central Contractor Registry (CCR) government system prior to award. The link for the CCR can be found at http://www.ccr.gov. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for contract award (see FAR Subpart 4.11). ONLINE REPRESENTATIONS & CERTIFICATIONS APPLICATION (ORCA): Prospective contractors shall complete the electronic annual representations and certifications at https://orca.bpn.gov in conjunction with required registration in the CCR database (see FAR Subpart 4.12). IFB ISSUANCE DATE: The anticipated issuance date of the IFB is on or about July 11, 2011 (subject to change) with an anticipated bid opening date on or about August 11, 2011. NOTE: The IFB will be posted and available for download at the National Busines Center website (http://ideasec.nbc.gov) on or about July 11, 2011. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED.
