Description
This solicitation is issued as a request for quote (RFQ) Number F11PS00889 for formatting and distribution of a 55 minute film entitled "America's Wildest Refuge" to public television stations as further defined in the scope of work at the end of this announcement.Submit only written offers to amanda_jordan@fws.gov; oral offers will not be accepted. Submit questions to Amanda Jordan at the aforementioned email address or call 907-786-3436. Emailed questions are preferred. Questions are expected to be received by July 1, 2011, for ample response time. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and Online Representations and Certification Applications (ORCA) http://www.bpn.gov/. This procurement is being 100% set-aside for small business under NAICS code 512110 and an SBA Size Standard of $29.5 M. OFFERS MUST BE RECEIVED BY July 8, 2011.This synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and therefore quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-52. EVALUATION-COMMERCIAL ITEMS (IAW FAR 12.301()(1)) JAN 1999 Addendum to 52.212-2: The government will issue a contract resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The factors will be used to evaluate offers: technical proposal, past performance and price.Submit a LUMP SUM Firm-fixed Price inclusive of all costs. Background: "America's Wildest Refuge: Discovering the Arctic National Wildlife Refuge" is a 55-minute high-definition documentary produced by Artery Industries, Alaska Geographic Association, and the U.S. Fish and Wildlife Service (USFWS). The film is centerpiece of the celebration of the 50th anniversary of the Arctic National Wildlife Refuge on Dec. 6, 2010 through 2011 and is an ecological and historical portrait of the nation's largest national wildlife refuge. The film has been shown at special events and film festivals and a DVD is sold by Alaska Geographic Association, a non-profit cooperating association partner of the USFWS. In an interest of sharing this production of with the broadest of U.S audiences, USFWS seeks a competent proven film distribution company to perform the tasks indicated below. The film is captioned for the hearing impaired and has timecode, though not visable, as timecode is metadata. A four-minute trailer is also available. 2. Purpose: This Statement of Work describes the Contractor's responsibilities, deliverables, frames, and selection criteria. The contractor shall not alter the film prior to broadcast without first obtaining consent of the USFWS Project Manager. Any changes to this statement of work requiring an alteration in performance or delivery schedule requires approval by the Contracting Officer. Existing data rights of USFW and Grantee Alaska Geographic are cited in 2CFR215.36 and can be found at: http://edocket.access.gpo.gov/cfr_2010/janqtr/2cfr215.36.htm : 3. Contractor Responsibilities: The Contractor shall distribute "America's Wildest Refuge" to all public television stations throughout the United States with the intent to secure agreements to ensure that the film is broadcast in 60 percent of all public television markets, including the top 10 television markets during the last quarter of 2011 and/or the first quarter of 2012. In addition, other markets such as the educational market shall be contacted and distribution made based on interest. Secure agreements with all non-commercial markets interested in distributing the film. USFWS shall review all agreements but shall not be a party to agreements. Responsibility for formation of the agreement rests solely with the contractor. 1.The Contractor shall develop and provide drafts of all informational materials about "America's Wildest Refuge" to the USFWS Project Manager for approval prior to distribution to public television stations and education markets. 2.The Contractor shall provide monthly progress reports indicating the scheduled public television broadcasts of "America's Wildest Refuge" and will provide a final report of the broadcasts of the film within 90 days of the conclusion of this contract. Report shall indicate stations, date and time of broadcasts. 3.The Contractor shall research and report to the project manager on eligibility of "America's Wildest Refuge" for any awards. 4.The USFWS Refuge Supervisor will serve as the Project Manager. 4. Scope of Work:The Contractor shall:1.Develop a distribution schedule, including milestones and progress points and provide it to the Project Manager within 15 days of contract award.2.Develop informational materials about "America's Wildest Refuge" for distribution to public television stations, provide drafts to the Project Manager for approval prior to distribution, and make any changes as directed by the Project Manager.3.Contact all public television stations to secure agreements to broadcast "America's Wildest Refuge." Secure agreements with public television and educational market interests. 4.Follow up with public television stations to track scheduling and broadcast of "America's Wildest Refuge."5. Provide monthly progress reports and a final report include all agreements to broadcast the film. 5. Deliverables:(A)The Contractor will develop informational materials about 'America's Wildest Refuge" for distribution to public television stations. USFW Project Manager shall approve prior distribution. (B)The Contractor will secure agreements to ensure that "America's Wildest Refuge" is broadcast in 60 percent of all public television markets, including the top 10 television markets during the last quarter of 2011 and/or the first quarter of 2012 depending on interest in airing the film. (C)The Contractor will provide monthly progress reports and a final report within 90 days of the conclusion of this contract. 6. Period of Performance: Work shall be complete by March 31, 2012. Post contract report due 90 days from completion date.
