- The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) is soliciting quotes competitively for one each brand name or equal mechanical roll bending machine. The brand name is Mechanical 4 Rolls Machine Model Rollbend P/N 4RM 1550x6 manufactured by E.G. Heller s Son LLC. The salient characteristics are stated below. Offerors that propose other than the brand name item must clearly indicate in their response how the salient characteristics are met by the proposed product. BRAND NAME OR EQUAL WITH SALIENT CHARACTERISTICS Brand Name: Mechanical 4 Rolls Machine Model Rollbend 4R 155ox6 Motorized Top and bottom rotation Powered side rolls Power pinching of lower central roll Pneumatic drop end Hardened Rolls Mobile control desk with 2 LED readouts CAPACITIES: Working Length 61"; Maximum Pre-Bending Thickness 1/4"; Maximum Rolling Thickness 1/4"; Top Roll Diameter 5.9 ; Bottom Roll Diameter 5.9 ; Side Rolls Diameter 5.7 ; Rotation Motor Power minimum of 5.5 HP; Translation Motor Power minimum of 3 HP; Translation Speed minimum l0 IPM; Rotation Speed minimum of 180" RPM; Weight no greater than 3,850 Lbs.; Length no more than 110"; Width no more than 53"; Height no more than 51 " Contract award will be made to the responsible offeror whose quote meets the specification and has the lowest price. The resulting purchase order will be firm fixed price. The North American Industry Classification System Code (NAICS) is 444130, and the business size standard is 500 employees. The Department of Defense will no longer award contracts to contractors not registered in the Central Contractor Registration (CCR) Database Registration may be accomplished by accessing the CCR website at http://www.ccr.gov/. This requirement is 100% set aside for small business. Award will be based on a fair and reasonable price on or about 07/09/11.
