- The proposed acquisition listed herein is unrestricted. The Department of Health and Human Services (HHS), Program Support Center, Division of Acquisition Management intends to issue a Request for Proposal (RFP) on behalf of the Administration on Children, Youth, and Families (ACYF), Children's Bureau (CB) within the Administration for Children and Families (ACF) of HHS for the ongoing operation of the Children's Bureau Clearinghouse, Child Welfare Information Gateway (CWIG). The RFP number is 11-233-SOL-00328. The NAICS code is 541611. The proposed acquisition is to provide for the ongoing operation of the Children's Bureau's (CB) clearinghouse, Child Welfare Information Gateway (CWIG), which serves as a national central repository for child abuse and neglect, child welfare, adoption, and other related information. The services required include collection, analysis, and maintenance of materials; planning, researching, and writing new and revised resource materials and related products; website, database, and information technology development and management, including the CB and CWIG websites; knowledge management; storing, packaging, developing and distributing publications; outreach and marketing; and information dissemination and distribution. This includes the characteristics of a traditional clearinghouse with a toll-free telephone line(s), website, and publications development and distribution. It is an operation that requires comprehensive expertise in child welfare, intricate web and database development, communications, technology and information systems, and logistical planning and execution. It also requires significant support to CB staff and its Training & Technical Assistance Network, grantees, and other CB/ACF Networks. The period of performance is anticipated to be a 12 month base period followed by 4 optional 12 month periods. The RFP will be made available electronically at http://www.fedbizopps.gov no sooner than 15 days after the issuance of this notice. All responsible sources may submit a proposal which shall be considered by the agency. The closing date will be approximately 30 days after issuance of the RFP.
