- Forest Road 2190 M.P. 2.0 Fill Repair The Olympic National Forest intends to acquire by contract repair of the roadway fill on Forest Service Road (FSR) No. 2190 at M.P. 2.0. The project consists of the following major items of work: reconstructing the roadway, including 600 cubic yards Class 4A Riprap; installing a new 24-inch culvert; disposal of excess excavation; seeding and mulching. This project is located on the Pacific Ranger District of the Olympic National Forest. This project is located on the Pacific Ranger District of the Olympic National Forest, Section 15, Township 23 North, Range 10 West, W.M., near Lake Quinault, Washington. It may be reached by traveling north of Lake Quinault, Washington, on US Hwy. 101 for approximately 4 miles to the intersection of the FSR 2190 (Prairie Creek Road). Turn right onto FSR 2190 and proceed 2 miles to the project site. Estimated price range is between $50,000 and $100,000. Payment Protection is required in the form of a payment bond, irrevocable letter of credit, or tripartite escrow agreement. Davis Bacon wage rates apply to this project. Period for performance is from JUNE 01, 2012, to SEPT. 30, 2012. Project Manager is Mr Guadalupe Cisneros, 360-956-2353. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offerors whose offer, conforming to the solicitation, is the best value to the government. This solicitation will be available on or about JULY 12, 2011. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
