Description

Blood and Blood Product This is a sources sought notice only. This is not a request for proposal or quote. The VA is not seeking pricing or offers of any kind at this time. In accordance with FAR 15.201(e), under Exchanges with Industry before receipt of proposals responses to this are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought notice. The Department of Veteran Affairs is seeking potential sources capable of providing Blood and Blood Products to be delivered to VA Pittsburgh Healthcare Systems. Synopsis The contractor will furnish all personnel, supplies and facilities necessary to collect, process, store, and deliver human blood components and derivatives. Routine blood and blood product deliveries will need to be made in order to maintain inventory levels which will be specified in the solicitation Emergency requirements are to be delivered within two (2) hours of the time the order is called in to the contractor by the VAPHS, and the contractor shall be responsible for the cost of delivery. Both parties agree in the event there is an issue with antibodies and/or compatibility of the blood type requested, the delivery time may be longer than 2 hours. The Contractor shall notify VA immediately in the event the requirement will not be delivered within 2 hours. It is the responsibility of the contractor to arrange for pickup of specimens and delivery of blood products in an emergency. The NAICS Code for this solicitation will be 621991, Blood and Organ Donors Responses to this sources sought notice should be emailed to andrew.taylor3@va.gov no later than July 15, 2011 @ 4:00 p.m. Capability Statement The blood bank must be currently registered and/or licensed with the Food and Drug Administration (FDA), Department of Health and Human Services pursuant to Section 510 of the Federal Food, Drug, and Cosmetic Act, as amended. 21 USC Section 260. The contractor must submit proof that he holds an unrevoked U.S. License which is issued by the Director of Biologics, Food and Drug Administration (FDA) under Section 351 of the Public Health Service Act, as amended, 42 USC Section 262, as a source of supply for whole blood. Specimen and blood components must be transported/shipped is such a way to ensure the integrity of specimens and blood components, and comply with accreditation standards and requirements as defined by FDA and American Association of Blood Banks (AABB). If interstate shipment of blood or blood component is involved, the contractor must submit with the offer a statement that such approval has been authorized under Public Health Service Act 351, as amended, 42 USC Section 62. In accordance with IL 049-07-08 "Veterans First Program" the VA, will place SDVOSB and VOSB first and second respectively, in satisfying VA's acquisition requirements when possible. Certain conditions must be met. All Veteran owned or Service Disabled Veteran owned small businesses. All VOSB or SDVOSB must be registered in VetBiz.gov, Vendor Information Pages (VIP) database to be eligible for a small business set-aside at time of award.
