Description
The purpose of this Amendment is to extend this Sources Sought notice through July 11, 2011. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; 8(a) small businesses, veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned a code of 541712 in the North American Industry Classification System (NAICS), and the small business size standard for such requirements is 500 employees or less. Background and Project Requirements: The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) seeks a potential source to provide survey, anthropometric, physiologic and biologic assessments of a nationally-representative sample of adolescents for the NEXT Generation Health Study (NEXT). It is anticipated that any resultant contract will be a cost reimbursement type contract. Potential sources must demonstrate and document experience in: 1) providing and retaining the longitudinal samples of the NEXT Generation Health Study, 2) collecting biomedical and psychosocial measures of a longitudinal cohort including a large serum collection, actigraphy, and automobile instrumentation; and 3) providing a mechanism to collect these data in communities throughout the United States. The Small Business organization will provide a national sample with prior psychosocial and biomedical assessments of cardiovascular risk factors, substance use, dating violence and driving performance during the high-school years and make the necessary linkages between these prior assessments and the subsequent annual survey, anthropometric, physiologic and biologic assessments conducted for this study. Anticipated Period of Performance: The anticipated period of performance is five years from November 2011 to October 2016. Capability Statement/Information: The NICHD is seeking Small Businesses capable of meeting the following criteria. Small Business organizations must submit Capability Statements in response to this notice and these will be evaluated against the following technical areas of experience and expertise: 1. Expertise - Does the potential source have the required expertise in conducting the indicated psychometric and biomedical field assessments? 2. Past Performance - Does the potential source demonstrate the ability to provide and maintain a nationally representative longitudinal cohort of high school students? 3. Staffing, Facilities and Equipment - Does the potential source have adequate resources, facilities and equipment to perform the work? Specifically, a) does the potential source have access to equipment and devices for conducting field studies that include serum collection, 24 hr/day actigraphy, anthropometric assessment, fasting blood glucose assay, and arterial pressure; and b) does the potential source have staffing and management experience in gathering these data in samples throughout the United States? The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
