- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are not being requested and a written solicitation will not be issued. The solicitation number is D-11-NO-0106. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation Circular 01-10. The NAICS Code is 334310. The Drug Enforcement Administration has a requirement for installation of equipment to outfit new Official Government Vehicles (OGV). The contractor shall provide installation of equipment to outfit 19 new OGVs for the DEA, New Orleans Field Division, located at 3838 N. Causeway Blvd, Suite 1800, Three Lakeway Center, Metairie, Louisiana 70002. The contractor shall be located within a five (5) mile radius of the New Orleans Field Division Office. The turnaround time shall be one (1) week from the delivery of the vehicle(s) to the contractor. The Government will notice the contractor to schedule drop off time and date to contractor location for installation. The Government will pick up the vehicle(s) at contractor location after the completion of installation. The contractor shall perform the following: Installation and outfit of equipment for the following vehicles: FORDS: six (6) Explorers, one (1) Escape, one (1) Taurus, one (1) F-150; CHEVROLET: one (1) Impala, one (1) K-1500; DODGE/CHRYSLER: two (2) Grand Canyon, one (1) Cherokee, two (2) 300, one (1), 200, one (1) Ram 1500. Each vehicle shall be installed with: (1) Front slim lighter; (2) Rear slim lighter super led; (3) Strobes or led flasher front and rear (shall be comparable to the Hide Away Strobe Kit-90 watts or higher); (The contractor shall install all blue lights.) (4) Two (2) speakers each 100 watts or higher; (5) Siren/PA-controlled by Whelen HHS 200; (6) Full tinting of all windows with a six (6) inch tint strip across the top of the windshield. The provisions at 52.212-1 Instructions to Offerors-Commercial Items; 52.212-2, Evaluation-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition. For the purpose of 52.212-2, evaluation will be based in order of importance: Factor 1 -Technically acceptable, Factor 2 - Past Performance; Factor 3- Price. Government intends to make a single award to the responsive, responsible offeror who offer conforming to this solicitation will be the best to the Government. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.), but must include the following information: Companies complete mailing address and remittance address, discounts for prompt payment, if any (e.g. 1% 10 days), in accordance with the Governments stated requirement, the Companies Dun & Bradstreet number, and the Taxpayer Identification Number (TIN). All offers must be received no later than 12:00 p.m. eastern standard time on July 12, 2011, electronically to Jaceyln.E.Stanton@usdoj.gov. The deadline for questions is June 30, 2011 at 12:00 p.m. eastern standard time. Questions and answers will be posted as an amendment to this solicitation. Late submissions of quotes will not be accepted.
