- Solicitation SV054-11 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is SV054-11 and this solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The North American Industry Classification System code is 316213. This requirement is 100% set-aside for Small Business. UNICOR, Federal Prison Industries, Inc., intends to enter into a two-year, firm-fixed-price contract. SHOE CONSIGNMENT PARTNERSHIP PROPOSAL Background: This proposal sets forth the terms and conditions for a partnership agreement between Federal Prison Industries, Inc. (FPI) and contractor to provide safety toe shoes to FPI's warehouse facility located in Hopewell, Virginia. The contractor will provide ongoing assistance in maintaining a level of shoes that is sufficient to meet FPI's inventory needs. These safety toe shoes are to be provided by the contractor under consignment for sale to other Government agencies. SCOPE OF WORK The shoe consignment program will consist of an agreement between Federal Prison Industries (FPI) and contractor to provide safety shoes. The contractor will agree to consign various types and a range of different sized, safety shoes to FPI, Federal Correctional Institution (FCI Petersburg), Hopewell, Virginia. FCI Petersburg will issue a delivery order for the required number of shoes, as needed, to bring the inventory back up to the model inventory level. Inventory will be maintained at FCI Petersburg as part of FCI Petersburg's distribution program. Upon receipt of an order, contractor will provide an exact delivery date of the delivery order. Offerors ARE REQUIRED to submit one sample pair of each boot type and style for technical evaluation to verify form, fit and function of the boot. Offerors, on contract with UNICOR, who are proposing the SAME boots that are currently being provided to UNICOR, do not need to provide samples. Current UNICOR contractors wishing to offer new items ARE REQUIRED to submit one sample pair for technical evaluation. All offerors ARE REQUIRED to submit one sample pair of the canvas slip-on shoes for technical evaluation. Contractors are required to submit the material by the closing date, Friday, July 8, 2011 at 2:00 pm EST. Contractors are responsible for the total cost of the sample, including shipping of the material for evaluation. See Clause 52.214-20.
