- Description
- The Postal Service plans to issue a Fixed Price Contract to remove and install a complete Close Circuit TV (CCTV) and Physical Access Control System (PACS) at the Cleveland Main Post Office located at 2400 Orange Avenue in Cleveland Ohio. This work will encompass the replacement of the CCTV system and PACS system on the overall site and three buildings, the processing and Distribution Center (P&DC), the Administration Building and the Vehicle Maintenance Facility (VMF). Base bid work for this project includes, but is not limited to: Removal and replacement of the existing CCTV and PACS system in all three buildings. The work also includes, but is not limited to: Removal of the existing gate access controls and associated cabling and wiring to the site at truck and employee entrances and installation of new motor operated sliding truck entrance gates and motor operated lift arm gates at employee entrances, manual terrorist lock down gates at all employee entrances, concrete islands at all gate locations, and new PACS and CCTV controls at all gates. Work also includes the removal and installation of CCTV cameras on existing poles throughout the site for parking lot surveillance. All work will be completed in accordance with the contract documents and USPS Design Criteria 2010-2. This project is to also include the installation of new power wiring, fiber optic cabling and data cabling both underground and throughout all three buildings, replacement of turnstile entrances gates in the P&DC building, hollow metal doors and frames, painting, and caulking. All work will be completed while the existing buildings and site activities are in operation. There will no disruption of business at any time during this project. The estimated cost of the project is between $2,500,000 and $3,000,000 with construction completion within 240 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. Strong consideration will be given to companies who are financially capable, have a minimum of five years total experience in CCTV and PACS replacement projects, and have completed two comparable projects within the past five years, one of which may be ongoing. Comparable projects are defined as CCTV and PACS replacement projects at a cost of $1,000,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: experience/performance and capabilities. The price proposals for only the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service. A PRE PROPOSAL MEETING WILL BE HELD AT THE SITE (POST OFFICE LOBBY). MEETING IS RESCHEDULED FROM TUESDAY, JUNE 28, TO TUESDAY, JULY 12, 2011, AT 10:00 A.M. ATTENDANCE IS HIGHLY RECOMMENDED.
