- Notice of Intent Sole source Requisition No. W909MY-11-P-0024 The U.S Army Contracting Command, Fort Belvoir intends to award a sole source contract under the authority of 10 U.S.C. 2304(C)(1)-FAR 6.302-1(a)(2)(ii)(b)- Only one responsible source and no other supplies or services will satisfy agency requirements, to Softplan Systems Inc. 8118 Isabella LN Brentwood TN, 37027. Softplan Systems Inc. is the owner and has full right and title to annual licenses of Softplan for the ENFIRE. A Firm-Fixed-Price contract will be awarded for the purchase of SoftPlan annual licenses with a quantity 348. The effort consists of one base year plus three (3) option years. A total of four (4) years will be covered under the contract. SoftPlan provides a technical engineering toolset designed to generate, manage, and analyze a wide variety of engineering data. This product is being used by U. S. Army CECOM Life Cycle Management Command (LCMC) Software Engineering Center (SEC) Intelligence Fusion Systems (IFS) in support of the Instrument Set, Reconnaissance and Surveying (ENFIRE) to allow the user to build a "virtual model" with complete construction documents and 3D renderings. ENFIRE is a digital toolset used by units at the Battalion, Company, Platoon, and Squad levels as a means to facilitate rapid collection, absorption, and dissemination of reconnaissance information by the units and up the chain of command. All responsible sources that provide supporting data to demonstrate that they can successfully provide the required licenses and support may submit a quote to be considered. All responses should be received via email within seven (7) calendar days of the date of this notice at 2:00 PM local time. The anticipated award date is ten (10) days from the closing date of this notice. All offerors must be registered with the Central Contractor Registration in accordance with FAR 52.204-7 and DFAR 252.204-7004. In addition, all offerors must complete the Certifications and Representations as set forth in FAR 52.212-3. This can be accomplished through the following website: https://orca.bpn.gov. This a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6. This announcement constitutes the only solicitation; a written solicitation will not be issued.
