Description
Amendment 0001 The purpose of this amendment is to: 1.) Correct date in third line of last paragraph on page one (1) of solicitation for deadline for submission of questions after the site visit. 2.) The sentence shows questions will be accepted until June 20, 2011. The correct deadline for acceptance of any and all questions is June 27, 2011 by 12:00 PM, EST. End of Amendment. Questions: Is the project estimate indicated in the solicitation a typo? If not, what are the Department of Commerce factors when it determines the overall best-value proposed by a contractor as indicated on page 85, Section M.5. Pricing, if the proposal price is above the estimated range? 2.) Answer: As stated in FAR Sub Part 36.204, Disclosure of the Magnitude of Construction Projects, "Advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government's estimate. Therefore, the estimated price should be described in terms of... price ranges". The estimate is provided to inform the potential offerors of the magnitude of the project. This price range is not a direct factor in the determination whether the prices offered are fair and reasonable, or reflect the best value for the Government. End of Amendment.
