- Solicitation SP0600-11-R-0225 is for the procurement of a full range of fuel card transaction processing services in support of the military services customers utilizing aviation and ship’s bunkers fuel and non-fuel services worldwide. General Requirements for both the aviation and ship’s bunkers requirements is outlined below: 1. Transaction Processing Services - A card-based solution to allow pilots to procure aviation fuel and related ground services at both contracted and non-contract commercial airports worldwide. A web-based solution to allow vessels to procure bunker fuel and ancillary services at various commercial seaports worldwide. 2. System Requirements and Data Management - If offering on both AIR Card ® and SEA Card Programs - contractor shall provide two distinctly separate system programs to include independent servers and websites. No co-mingling of programs or customers. Provide separate environments for training, development, beta and production. Provide on-line tool request user ID’s passwords and notification to change passwords. Provide a suite of reports to be generated from the web application in various output formats. Ability to create ad hoc reports. Provide data files to record fuel prices changes, fuel transactions, orders and receipts for each account down to the individual card level. Track financial billing information for each customer. Ability to track and update clients in various roles. Maintain all information on each customer. Establish various roles within the hierarchy levels for users to manage account visibility (See AIR Card®/SEA Card® specific information). Contractor shall ensure continuity of service 24/7/365 by maintaining an alternative contingency operation location in the event of power outages, natural disaster, or other catastrophe events. **** There should be no interruption of service to customers. ***** http://www.iso.org/iso/catalogue_detail.htm?csnumber=41532 3. Customer Support and Training - 24/7/365 Customer support by email and phone to respond to customer and merchant needs. Ability to record and report all service calls, help desk tickets through resolution. Provide user training at various government locations (if needed). Create marketing and training material to include tutorials, user guides, desk guides, webinars, etc. Communicate in various languages with merchants worldwide. Provide access to web-based training. Attend various industry conferences that reach out to fuel merchants and/or customers. Maintain repository of DLA Energy contractors and fuel merchants, pricing information, discounts offered, or other pertinent location data. Solicit and maintain an extensive network of fuel providers and ground handlers. 4. Security Requirements - Contractor shall maintain adequate facilities to house government financial and procurement information. Contractor shall have in place employee security requirements to include a training program. Contractor shall develop a security plan Employee security requirements Access requirements to facilities Compliance with reviews and audits. The solicitation will be issued electronically on www.fedbizopps.gov. This electronic version of the Request for Proposals (RFP) will be the official version for the acquisitions. No hard copy of the solicitation will be issued. Offerors will be sent any and all applicable amendments to the solicitation electronically. Offerors will be required to submit their proposals through the US Postal Service, use a commercial delivery service, or by hand-delivery. Use of commercial delivery service or hand-delivery will be strongly encouraged. E-mail and facsimile offers will not be accepted.
