Description
The US Army Geospatial Center (AGC) has a requirement for Integration, Development and Support for the Combat Terrain Information System (CTIS) Program. The purpose of this Request for Information (RFI) is to determine if there are sources capable of satisfying the government's requirements. No proposals are being requested or accepted under this RFI. Feedback addressing the clarity, feasibility, scope, and potential alternative means of meeting the government's requirement is sought. The anticipated North American Industry Classification System Code (NAICS) for these requirements is 541519 Other Computer Related Services. The business size standard is $25.0M. Your response should identify your business size (large or small) in relation to this NAICS Code. Contractor personnel will require DoD security clearances at least at the SECRET level for key personnel. Handling of material up to a SECRET is required. SECRET Facility Clearance is required. Storage Clearances of at least the SECRET level are required. Capabilities Package: AGC is assessing the existence of sources and is requesting capability packages from industry on the requirements below. We are seeking a prime that must be capable of demonstrating at a minimum, items one (1) thru thirteen (13) below. The prime may employ partners to complete at least 90% of the remaining items and may employ these partners to complete the top thirteen (13) as well, as long as the ability to demonstrate the top thirteen (13) items on their own has been fully demonstrated. Interested Sources shall possess an in-depth understanding of the requirements listed below. Responses must be limited to no more than 25 pages and must address the following specific areas: 1). Knowledge and experience in developing Integrated Logistic Support (Logistics Maintainability Demostration, Verification &Validation, Instructor Key Personnel Training, Interactive ElectronicTechnical Manual, Training Materials, Safety Assessments) training programs, procedures and documentation of US Army Engineer Systems and Geospatial software (technical manuals and drawing packages) to support the setup and teardown of computer systems. 2). Knowledge and experience in Systems Engineering, Human Engineering, Software Development, and Software Integration (C Sharp.NET) to include the ability to develop custom code and the integration of multiple COTS and GOTS software packages with custom-code to meet system requirements. 3). Capable of providing Trainers & Subject Matter Expert (SME's) in the areas of US Army Engineer & Construction procedures and processes 4). Demonstrated knowledge and experience in Programmatic Tasks (program reviews, SOW and Engineering Change Proposal (ECP) development, cost estimating procedures, schedule development, action item development and tracking, Technical Exchange Meetings (TEMs), technical data packages, inspection and acceptance, factory acceptance testing, verification and validation procedures, failure correction procedures). 5). Demonstrate experience in procuring hardware components from multiple sources and integrating those into a system as well as integrating ruggedized, transit cased computer systems, including both hardware and software installations. 6). Knowledge and experience in collecting, managing, storing, creating, processing, fusing, and disseminating geospatial information and other data sources. 7). Knowledge and experience in developing geospatial web services and web-enabled architectures using Open Geospatial Consortium (OGC) standards. 8). Experience in the management and control of storage, packaging, shipping and handling of computer systems. 9). Experience in examining and evaluating software and hardware technologies and tools from Government, Academia, and Industry. 10). Ability to develop a production level drawing package from an existing hardware system baseline. 11). Experience in providing interoperable solutions to Army, other Services and other military systems (both coalition and Joint) using geospatial data, metadata, and web service standards. 12). Knowledge and experience in the teardown and refurbishment of computer hardware and the ability to provide recommendations for areas where the upgrade of components is required. 13). Knowledge and experience with supporting system of systems interoperability and integration testing, user issues and critical / urgent defect fixes (security accreditations/updates & POA&M, IAVA releases, defect resolutions, requests for waivers, legacy ENFIRE and other CTIS system software support, and testing. 14). Knowledge and experience in U.S. Army Engineer geospatial systems development, engineering, analysis and operations, including identifying and addressing gaps in geospatial science & technologies. 15). Knowledge and experience in establishing Army/Joint Information Systems Architectures and Geospatial Enterprise Architecture (GEA). 16). Experience in sustaining and maintaining, enterprise service facilities including those used for geospatial integration and prototyping. 17). Knowledge and experience in working with Operational Requirements Documents (ORD), Capability Development Documents (CDD), and Capability Production Documents (CPD). 18). Experience in providing in-field operational software and systems support and training including both CONUS and OCONUS, during war. 19). Knowledge and experience in developing training programs, procedures and documentation of US Army Engineer systems and geospatial software (technical manuals and drawing packages) to support the setup and teardown of computer systems. 20). Expertise in understanding future research requirements and transitioning technology from research to systems (i.e. to Program of Records, COCOMs, and QRCs) to operations). 21). Ability and experience to identify the utility and implementation shortfalls of policy and procedures from various Military Commands. 22). Knowledge of Army Geospatial Enterprise (AGE) data, metadata and web service standards and requirements to include DISA and OGC geospatial data standards, and Army Geospatial Data Model (AGDM). 23). Experience in data model development, as well as database development, management, and integration. 24). Demonstrated ability to evaluate, recommend, and procure hardware components from multiple sources and integrate those into a system. 25). Demonstrated knowledge and experience in providing technical support (on-site and remote) for a DoD system test program which includes, but is not limited to environmental, electromagnetic interference (EMI), shock, transportation and vibration testing. Interested Sources are discouraged to submit product literature in response to this RFI. Any submission of such product literature or 'catalog cut sheets' will be treated separate from, and will have no bearing on, any subsequent evaluation of proposals submitted in response to any resulting future formal Request for Proposals (RFP).
