Description
The project consists of the construction of a parking area and perimeter wall at the existing Emergency Operations Center (EOC) as well as restrooms at the heliport located in Pucallpa, Ucayali, Peru. Contractor shall also provide and install insect screens, mini-split air conditioners, fuel tank fence and cover, door closures, signs, security door at storage room, vents at the storage. Contractor shall improve drainage around the building. Contractor shall fabricate and install a metal roof at the existing EOC. Alternate line items included in the solicitation will subject to availability of funds. The Contractor shall also provide and install alternate line items to sound proof partition wall and electrical substation. Award of alternate line items will be listed in the order of priority. An award of the alternate line items may be made on any combination of items if it is in the best interest of the Government, funds are available and the low offeror's price for the combination to be awarded is less that the price offered by any other responsible offeror. Place of Performance: Project location is located at Pucallpa, Peru (S 08 23' 09.5" and W 74 33' 52.9"). The EOC project site is located in the city of Pucallpa, capital of Ucayali. Contract Information: The award will be based on Lowest Priced, Technically Acceptable (LPTA) Offer best value acquisition which will be cited in the solicitation. The period of performance of this contract is based on 150 calendar days from the date of the award. The resulting contract type shall be firm fixed price. The estimated construction cost for this project is between $250,000.00 and $500,000 dollars. Obtaining the Solicitation: The solicitation will be issued unrestricted to allow U.S. and non U.S. firms to participate. The solicitation W912CL-11-R-0315, including drawings and specifications, will be available for download from FedBizOpps - website: http://www.fbo.gov on or about July 19, 2011 with an offer due date of August 19, 2011. Any future amendments to the solicitation will be available for download via the FedBizOpps website. All notifications of changes to this solicitation shall be made through the Internet only. IT IS THE CONTRACTOR'S RESPONSIBILITY TO CHECK FOR ANY POSTED CHANGES TO THE SOLICITATION. The solicitation, and the associated documents for this project, will not be issued on CD unless there are technical difficulties that cannot be promptly corrected on the FedBizOpps website. Site Visit: An organized site visit is tentatively scheduled for July 14, 2011. If you are interested in attending a site visit for this solicitation, please inform the contracting office point of contact in this solicitation via email, no later than July 7, 2011, 12:00 P.M. (C.S.T.). CCR/FBO Registration: Potential Offerors MUST register at http://www.fbo.gov in order to receive notification and/or changes to this solicitation. All contractors MUST be registered in the Central Contractor Registration database or their proposal will not be considered. Contractors can obtain further information on the Central Contractor Registration (CCR) at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any proposal preparation costs. Availability of Funds: Funds are presently available for this project. Alternate line items will be solicited and subject to availability of funds. The Governments obligation under this contract is contingent upon availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor received notice of such availability, to be confirmed in writing by the Contracting Officer. Contemplated Awardee: Since the contemplated contract is to be awarded by the contracting activity located in Fort Sam Houston, Texas and to be performed in Peru, the Offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7, "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
