Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR Part 6.302-1, with PANalytical, Inc. to provide repair for one agency owned instrument X?Pert PRO X-Ray Diffractometer, serial number DY1348 including replacement of the generator and standardized checks located at the EPA facility at 5995 Center Hill Avenue, Cincinnati, Ohio, 45224. EPA has identified PANalytical, Inc. as the only contractor able to meet the requirements of this procurement. The EPA?s facility at 5995 Center Hill Avenue, Cincinnati, Ohio, utilizes the X?Pert PRO X-Ray Diffractometer because it is the most flexible system available for X-ray diffraction studies. It can handle a wide range of applications, and is especially suitable for thin film analysis applications. The contractor shall provide a factory-trained certified field engineer with documented expertise on the exact configuration of the X?Pert PRO X-Ray Diffractometer which includes, but not limited to: x-ray tubes, detectors, flow counter windows, filaments, laser, sample holders, sample changer trays or magazines and crystals. The contractor shall maintain a full inventory of new manufacturer approved replacement parts for the equipment and shall replace all parts with new ones within 72 hours of need of replacement part. The EPA request that the contractor shall perform all services and replace all parts as required for proper operations. Types of services include the following: Calibration, parts replacement, testing, lubrication, evaluation of x-ray generation stability, adjustment, cleaning, evaluation, refurbishment, inspection, and alignment. This procurement will be accomplished under FAR Part 12. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
