- This is a combined synopsis/solicitation issued as a SMALL BUSINESS SET-ASIDE for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number F4FDBJ1168B001 is issued as a Request for Quotations (RFQ) and is conducted as a commercial item procurement using Simplified Acquisition Procedures (FAR Part 13) for Non-Personal Service (Performance-Based Service Acquisition for Above Ground Fuel Tank Cleaning and Strapping Certification). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC), Number 2005-52 and Defense Acquisition Circular (DAC): 20110606. The associated North American Industry Classification System (NAICS) code is 213112. Size standard is $7 million. This RFQ has four contract line item number s(CLINs) for Non-Personal Services: See attached Performance Work Statement (PWS) (attachment). The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform Above Ground Fuel Tank Cleaning, Inspection, and Certified Strapping Charts for two (2) 5,000 gallons capacity tanks as stated in the PWS. Quotations shall be accompanied by a completed Representations and Certifications (Reference: FAR 52.212-3, dated May 2011). The Government's preferred method is electronic Representations and Certifications. This can be accomplished by registering in ORCA at https://orca.bpn.gov and completing the on-line Representations and Certifications. Contract financing is NOT provided for this acquisition. Quotation must identify payment terms as Net 30. The Government intends to award firm fixed price (FFP) purchase order of non-personal service resulting from this solicitation to the responsible offeror(s) whose quote is the lowest price and passing past performance result. The Government intends to award without discussions and the Government reserves the right not to make an award at all. By submitting a quote, the offeror acknowledges the requirement that potential awardees must be registered in the Central Contractor Registration (CCR) prior to award which can be accomplished at https://www.bpn.gov/ccr/default.aspx. Quotations may be in any format or use the PWS attachment one, including: proposing company's name, address and phone; point of contact's name, phone, and email; quotation date; quotation number; total price; identify any discounts; how long the quote is valid (minimum of 60 days). Quoted price shall be FOB DESTINATION. Delivery location of service is at ASC/WNV Det 1 Air Force Plant 42, Palmdale CA 93550.
