Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Abbott Medical Optics (AMO), 1700 E. St. Andrew Place, Santa Ana, CA 92705, as the only responsible source that can provide treatment key cards for National Naval Medical Center Bethesda and Naval Hospital Jacksonville. This acquisition is being conducted under the FAR 13.5 Test Procedures for Certain Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-24 are incorporated. NNMC Bethesda and NH Jacksonville have a need for treatment key cards. The requirement is for proprietary key cards for use with the two facilities' VISX Photo Refractive Keratectomy (PRK) systems. These PRK systems are used to perform fragile procedures on the eye. Each key card shall provide the proprietary information needed to perform a procedure on the key using the VISX systems already located at those facilities. The treatment key cards for NH Jacksonville must be compatible with the VISX laser, serial number 5403. The treatment key cards for NNMC Bethesda must be compatible with the VISX laser, serial number 3946. Advanced Medical Optics (AMO) is the only vendor that can meet the minimum requirements of the government. The Addedvue High Myopia Domes, USA LASIK key cards, and IFLAP key cards are the only items that have the proprietary information needed for operating the VISX Photo Refractive Keratectomy System currently at the listed facilities. No other vendor can provide proprietary key cards needed for the required equipment to function and no other vendor is capable of providing compatible treatment cards to complete the required procedures. Items being purchased in this acquisition: 10TX, ADDEDVUE PAK, HIGH MYOPIA, DOMES (QTY of 40 for NNMC Bethesda and QTY 90 for NH Jacksonville) This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 339112 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by AMO, Inc.
