- Synopsis The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), Eatontown, NJ 07724, intends to procure a commercial-off-the-shelf (COTS) software product or software toolset with minor customization to meet the VA needs for an integrated Quality Management System (iQMS). The Veterans Health Administration (VHA) is implementing International Organization for Standardization (ISO) 9001:2008 standards and quality management systems beginning with all Sterile Processing Department (SPD) and Reusable Medical Equipment (RME) departments in order to provide increased reliability and safety of SPD/RME services. To support the ISO 9001:2008 implementation, an improved enterprise record infrastructure for management review and governance of the ISO 9001:2008 Quality Management System (QMS) is needed. A solicitation is anticipated to be issued as a request for proposal (RFP) from the VA TAC, under solicitation number VA118-11-RP-0446, to be released on, or about, July 13, 2011. This effort is anticipated to be competed as a 100% Total Small Business Set-Aside under the North American Industry Classification System (NAICS) code 541511, which has a corresponding small business size standard of $25M average annual revenue. This proposed action will have one (1) twelve (12) month base period, and four (4) twelve (12) month option periods, and is anticipated to be awarded as a Firm-Fixed-Price contract. The primary place of performance will be at the Contractor's facility and at the Austin, Texas, Government hosting facility for the testing, training, pre-production, and production technical installation of the software. Remote support will also be provided to the Government's hosting facility in Austin, Texas; pilot sites; and one hundred sixty-five (165) parent locations across the VHA enterprise. Each parent location could have multiple geographic locations for departments that perform reusable medical equipment services. This announcement serves as a notice for a proposed requirement, and does not constitute as a Request for Proposal, or a guarantee that a solicitation will be issued.
