Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. The purpose of this Sources Sought Announcement is for market research to gain knowledge of potential qualified sources interested and capable of performing the work and obtain their size classification relative to the North American Classification System (NACIS) Code 541990 with a size standard of $7M. The Department of Veterans Affairs (VA), Office of Research and Development is seeking potential sources to perform a comprehensive review and evaluation of the geographically dispersed Department of Veterans Affairs (VA) facilities' Human Research Protection Programs (HRPPs) for the purpose of accrediting those HRPPs when they meet established criteria for accreditation. All VA facilities with Federalwide Assurances (FWAs) to perform human research must achieve full accreditation of their HRPPs by an external accrediting entity in accordance with Veterans Health Administration (VHA) Handbook 1200.05. Once a VA facility's HRPP becomes accredited, it must achieve reaccreditation every five years. Performance of services in this contract will be essential to complying with VA policy (VHA Handbook 1200.05). The Contractor shall establish standards for HRPP performance, and policies and procedures for the accreditation process. The accreditation process shall be the mechanism for evaluating the performance of each HRPP in relation to the standards. This process includes provisions for acknowledging receipt and review of materials submitted by the VA facility throughout all stages of the accreditation process. The accrediting body shall ascertain whether VA HRPPs comply with applicable existing VA and other federal requirements. Upon completion of a site visit, the Contractor shall provide a comprehensive written report that outlines the strengths and weaknesses of each HRPP. When the HRPP has met the Contractor's requirements to become accredited, the Contractor certifies that the HRPP meets accreditation standards. After initial accreditation, the reaccreditation process shall be performed for each VA facility at least once every five years. Over a period of five years, the Contractor will be responsible for implementing the accreditation or reaccreditation process for an average of approximately 22 VA facilities' HRPPs per year. The Contractor shall furnish all personnel, materials, and supplies necessary for the full participation of all VA facilities with HRPPs (and the VA facilities with FWAs they encompass) in the accreditation process. The skill set required of the contract personnel includes expertise in accreditation/certification of organizations, human research, human research protection, and quality assurance (QA)/quality improvement (QI). The requirement may include a base year and four one-year option periods for a total of five years. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement. All interested offers will have to respond to the solicitation announcement in addition to responding this sources sought announcement. REQUESTED INFORMATION: STATEMENT OF CAPABILITY: Submit a brief description (five [5] pages or less) that shows your company can provide the required services. One additional page may be included explaining experience in performing these services to the VA, other government agencies, or for private facilities. Potential sources should identify business name, point of contact, business size and any applicable business socio-economic category (i.e. small business, SDVOSB, VOSB, SB, etc), DUNS number, address, and any additional information felt to be pertinent. All vendors must be registered in CCR at the time of award. Responses to this notice should be electronically mailed in PDF format or word format to paula.stankovic@va.gov.
