Description
Sources Sought P-162 Physical Security Fit-Out Naval Facilities Engineering Command, Northwest is in the process of awarding a Firm Fixed-Price Contract to provide all labor, materials, and equipment to install Physical Security Equipment for the Consolidated Fuels Facility (CFF) at Naval Air Station Whidbey Island (NASWI), Washington. This Physical Security Fit-Out of the CFF includes requirements for the installation of video monitoring equipment that is fully compatible with the existing Honeywell video monitoring system; as well as electronic gate access control equipment that is fully compatible with the existing Hirsch access control system. The Closed Circuit Television (CCTV) equipment must integrate seamlessly into the existing video security configuration at NASWI. Proprietary Video monitoring equipment must include: Pan-Tilt-Zoom (PTZ) Cameras that are fully compatible with the current Honeywell Fusion II CCTV system utilizing MAXPro protocols; Fiber Transmitters that are fully compatible with the existing AFI Model MRX 8885 multiplexers supporting NTSC, RS-70A, RS-343A and PAL interfaces and provide full-color, real-time video transmission and PTZ camera control; A Digital Video Recorder fully compatible with the existing Fusion II DVR ™s and Matrix Switch supporting 16-channel high-performance Keyboard (HJZTPX) control and 30-day storage capabilities; and Matrix Video Cards compatible with the current HD Series Matrix Bay; and all power and communications interconnections necessary for a complete and usable CCTV System. The electronic Access Control System (ACS) must integrate seamlessly into the existing physical security configuration at NASWI. Proprietary access control system equipment must include: a network connected Access Control Panel providing High Security Reader Channel, High Security Alarm Monitoring and SCRAMBLE*NET capabilities; Long Range Readers compatible with the existing Nedap AVI Long Range Boosters and the existing Hirsch Access Control System; Long Range Boosters compatible with the existing Nedap AVI Long Range Readers and existing Prox Cards supporting read range up to 33 feet; Media Converters compatible with the existing Transitions Network E-MCR-05 Media Converter Rack that provide half and full-duplex transmission and extend network distance up to 120km; and all power and communications interconnections necessary for a complete and usable Access Control System. Training in all aspects of operation and maintenance of these systems will also be required by this Contract. This sole source requirement is pursuant to FAR 6.302-1. This Notice of Intent is not a request for Expressions of Interest (EOIs), competitive proposals or proposals. No solicitation document exists and no telephone inquiries will be accepted. No contract award will be made on the basis of EOIs, proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement, and must furnish detailed data concerning their capabilities to provide the products sought; including pricing data and technical data sufficient to determine that a comparable source to the government is available. The Government will be the sole determiner of an Offeror's ability to meet the requirement. A determination by the government not to compete this requirement based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether a comparable product is available and whether the requirement should be competed.
