Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a small business set-aside. This solicitation number is RFQ2138384 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is a firm fixed price type. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for an EMI-shielded, acoustically isolated EEG testing chamber including functional stimulus delivery system, patient response and monitoring systems. The EEG testing chamber will be used to provide a controlled environment with low electromagnetic interference and low acoustic noise, in which to record brain waves using EEG in human subjects while they perform various cognitive tasks. The EEG testing chamber must meet the following requirements: (1) The room needs to be standalone, with venting and lighting already provided; (2) The system must provide functional stimuli to the subject seated in the room and for monitoring the subject through video camera as well as two-way stereo communication system between the experimenter and the subject; (3) EMI shielding: >45 db from 20 Hz to 175 MHz; (4) Acoustic attenuation: > 40 db from 125 to 4000 Hz; (5) DC lighting: All of the equipment supplied inside the room are DC-powered; (6) Onsite pre-testing of EMI and post-installation testing of performance. Delivery shall be 30 days after receipt of order. Offerors will be evaluated on their ability to meet technical specifications. Offers will also be evaluated on best value in relation to price. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Condition Commercial Items and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
