- Description
- The Naval Research Laboratory (NRL) has a requirement for one Vacuum Compatible Induced Vibration and Dynamometer System (VAC IVD System) as defined in the Statement of Work/Specification. The SOW/SPECS will be set forth as desired requirements and NRL is encouraging alternative proposals if necessary to meet the $300,000.00 funding limitation for this procurement. The VAC IVD system will be used for testing Class A Operational National Space Programs. It will provide an important and needed testing capability to the Naval Research Laboratory (NRL) to be used on current and future spacecraft programs. The Contractor shall provide all personnel, facilities, materials and other resources necessary to design, build, deliver, install, calibrate, and acceptance test a Vacuum Compatible Measurement System or System of Systems to 1) perform Spin Balance of self-spinning spacecraft payloads and 2) Measure Force and Torque Induced Vibration in three mutually perpendicular axis (6 Degree of Freedom, 6 DOF). The desired performance requirements of the VAC IVD System will be split into two major divisions: 1) Spin Balance Dynamometer System requirements and 2) Induced Vibration Measurement System requirements. The requirements are divided into these two divisions for clarity. The Contractor may propose either a single system capable of fulfilling all requirements or two systems with performance capable of fulfilling separate requirement divisions. NRL encourages dual uses of sensors, software, hardware, and data acquisition components where appropriate to achieve all desired VAC IVD System requirements in an effort to reduce cost. The VAC IVD System must interface to existing NRL Vacuum Chamber and in-air infrastructure including mounting interfaces, chamber wall pass-throughs, and electrical interfaces. Interface requirements for the existing NRL facilities will be included with the Statement of Work/Specifications. The solicitation and a detailed statement of work, specifications and other supporting information including contract data requirements will be posted approximately 15 days from the posting of this notice. It is anticipated that a Firm Fixed Price contract will be awarded as a result of the solicitation. NRL uses Electronic Commerce (EC) to issue Requests for Proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued. This solicitation is issued on the basis of full-and-open competition. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency.
