The United States Government (USG), represented by the DOS, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the Statement of Duties. JOB DESCRIPTION: See below US Personal Services Contract US Department of State Bureau for International Narcotics & Law Enforcement Affairs (INL) American Embassy Mexico City, Mexico Narcotics Affairs Section (NAS) GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Currently, Mexico is considered a high risk, volatile environment, and is not in compliance with National Security Presidential Directive 12, Annex 1 (NSPD-12); "Personnel Recovery and the Prevention of Hostage Taking." There has been a violent surge in drug-related killings and more than 3,000 executions have occurred in 2010. It is imperative that the US Embassy establishes head recovery operations in Mexico, especially as the Narcotics Affairs Section (NAS) expands its field operations. In Mexico, NAS is responsible for the development, supervision, coordination, and implementation of international narcotics (CN) control assistance activities and criminal justice issues for the Department of State (DOS). Purpose The purpose of this Personal Service Contract (PSC) is to provide a Security and Personnel Recovery Advisor who will be responsible for advising the NAS on security and developing Mexico's Mission wide-in-country Interagency Personnel Recovery Program (IPRP). The Advisor will act as the Personnel Recovery Officer (PRO) for the IPRP. This program is mission critical due to the significant increase in danger and threats to Americans working and living in Mexico. Currently, there is no dedicated NAS resource to the early recognition of when Americans are in circumstances of danger. Given the growth and complexity of the expanded Merida Initiative, especially in Government of Mexico (GOM) training outside of Mexico City, potential threats have exponentially increased. The Advisor will advise and coordinate with the Regional Security Officer (RSO) in Country and the appropriate Host Nation parties on all aspects of personnel recovery to include the application of current U.S. Policy. The Advisor will coordinate and integrate Host Nation and U.S. Civil Search and Rescue capabilities into multi-national, multi-agency recovery architecture. The Advisor will develop and coordinate an IPRP on behalf of the United States government (USG), under GOM authority. The focus of the IPRP will be to gain early recognition of when Americans are in circumstances of danger, or beyond an acceptable level of risk, and intercede to return them to safety prior to greater harm. When such efforts are ineffective and Americans are taken hostage, undertake appropriate actions to secure their freedom, and when returned from captivity, manage the provision of post-recovery support. The Advisor will also be the principal advisor to NAS on security issues, especially as they relate to field operations. Supervisory Controls The Advisor will serve under the day-to-day direction of the Regional Security Officer (RSO) and will advise the NAS on security issues. All employees under Chief of Mission authority who are assigned Security and Personnel Recovery duties will work with the Advisor, to ensure oversight and non-duplicative efforts in the Mission. The Advisor will coordinate with and integrate Host Nation and U.S. Civil Search and Rescue capabilities into multi-national, multi-agency recovery architecture. Duties and Responsibilities Serve as the Advisor to the RSO, Country Team, and appropriate Host Nation parties on all aspects of Personnel Recovery (PR) to include the application of current US Policy, compliance with NSPD-12 Annex 1. In addition, advise on all aspects of personnel recovery to include the application of current US doctrine, which includes compliance with NSPD-12 Annex 1 as follows: a. Serve as the Advisor to the NAS on security issues, especially as they relate to field operations. b. Familiar with Non-Conventional Assisted Recovery (NCAR) and the application of those principles and capabilities in support of an Interagency PR program for U.S. Mission Mexico. c. Coordinate, under the direction of the RSO, and in accordance with the Emergency Action Committee, guidance for the development of Annex G of the Emergency Action Plan (Personnel Recovery and Hostage Taking). d. Manage individual and collective PR training as required by the USG and published policy or directives. e. Ensure synchronization of IPRP with extant Life Safety and accountability measures, such as travel approval process and travel warnings. f. Advise on the difference between "missing" and "isolated" persons and integrate a process for analyzing the circumstances of an event and the associated risks toward recovery and invocation of proper authority prior to action. g. Assist interagency partners with planning, preparation, and execution of their PR requirements. h. Facilitate periodic PR Work Groups to heighten collective awareness with regard to PR matters and foster support for PR among all constituents at Post. i. Assist interagency partners with the development of accountability procedures that provide early warning of isolation. Assist in the implementation of personnel tracking technology into such programs, as appropriate. j. Serve as a Subject Matter Expert (SME) on Partner Nation Search and Rescue, Combat Search, and Rescue doctrine. k. Serve as the SME on the practical integration of US military and non-military assets in support of Partner Nations response to isolating incidents and PR training events. l. Serve as the SME on the management or support required to respond effectively when US personnel are missing or become isolated from their parent organization. m. Serve as the SME on Partner Nation Personnel Recovery Capabilities to include a familiarity of and interface with appropriate Senior Partner Nation commanders and organizational supervisors. n. Familiar with NCAR program management and the application of Survival Evasion Resistance and Escape (SERE) tactics or procedures for isolated persons. o. Communicate with the RSO and Consular Affairs Section (CA) to ensure the PR process defines lead and support responsibilities for missing/isolated/hostage persons taking of USG employees and private US citizens consistent with extant guidance in NSPD-12, FAMs, FAHs, DOD PR (DoDD 3202.01E), and other relevant policy. p. Coordinate a plan for increasing GOM PR capability and/or capacity thru programs like Anti-Terrorism Assistance and Theater Security Cooperation. Direct "isolation criteria" requirements between the RSO and IA leadership at Post. q. Integrate the US PR requirements, capabilities, projects, and initiatives with appropriate GOM entities. r. Assist GOM in developing their PR capability to include the use of PR capabilities in support of Humanitarian Assistance / Disaster Relief operations. Preferred knowledge and skills a. Practical integration of USG assets in support of GOM response to isolating incidents, Humanitarian Assistance, and Disaster Relief. b. Management and support of the recovery of missing or isolated personnel from their parent organization. c. Instruction of High-Risk-of-Isolation (HRI) and Escape Enhancements (E2) lessons. d. Preparation for and conduct of post-recovery support for persons recovered from captivity events. e. Assist interagency partners with planning, preparation, and execution of their PR requirements. f. Manage the Mission's PR plan as contained in Annex G of the Emergency Action Plan, assist interagency partners with specified PR requirements, and maintenance of their similar initiatives. g. Manage the maintenance of Missing Person Information Cards as found in 12 FAH-1, Annex G, Addendum 2.1, and assist interagency partners with maintenance of Agency specific similar initiatives. h. Assist interagency partners with the development of accountability procedures that provide early warning of isolation. Assist in the implementation of personnel tracking technology (PTT) into such programs as appropriate. i. Facilitate periodic PR Work Groups to heighten collective awareness with regard to PR matters and foster support for PR among all constituents at Post. Support Crisis Management Exercises. j. Advise RSO regarding PR related issues appropriate for inclusion in the Mission Strategic/Resource Plan. k. Assist interagency partners with the synchronization of disparate PTT into a unified IPRP. l. Coordinate with Country Team and GOM to leverage available forces and assets in support of personnel recovery operations, personnel remains identification, recovery, and processing of MedVac. Minimum Qualifications 1. U.S. citizen, able to obtain/maintain DOS Secret security and medical clearances. 2. Bachelor of Science or Bachelor (BS) of Arts Degree (BA) from an accredited US institution. 3. Twenty (20) years of related experience in the military, law enforcement, or program management. 4. Graduate of PR 102, 240, 301 and 303 Joint Personnel Recovery Agency courses. 5. Ten (10) years of Non-Conventional Assisted Recovery (NAR) and application of those principles and capabilities; familiarity with Survival Evasion Resistance and Escape (SERE). 6. Ten (10) years of National Security Presidential Directive 12, Annex 1 (NSPD-12) and Partner Nation Search and Rescue. 7. Minimum of three (3) years experience in program development/management, conducting personnel recovery planning and execution services in support of Interagency Personnel Recovery Program (IPRP) requirements. 8. Fluent level of proficiency, written and spoken, English and Spanish level 3/3. 9. Minimum of five (5) years working in a US Embassy advising executive level management. 10. Minimum of five (5) years experience working in Mexico or other Latin American countries. 11. Proficient in Microsoft Office Suite. Evaluation Criteria Factor 1 Ability to plan, organize, and implement a Mission-wide in-country IPRP. These duties require application of sound management and specialized PR expertise. (25 points) Factor 2 Ability to advise the NAS on security and the IPRP for the NAS's field operations and training programs as well as the ability to manage a complex program involving individual and collective PR training. (25 points) Factor 3 Offeror understands of PR practices and tactics and the ability to coordinate with and integrate Host Nation and US civil Search and Rescue capabilities into multi-national, multi-agency recovery architecture. (20 points) Factor 4 Knowledge of applicable guidance in NSPD-12, FAMs, FAHs, DOD PR (DoDD 3202.01E) and other relevant policy. (20 points) Factor 5 Past performance and the offeror's previous experience and quality of performance. (The evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (10 points) COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
