- Fidelis Software License List Fidelis Brand Name Justification This is a combined synopsis/solicitation for Brand Name commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 and as supplemented with additional information included in this notice. See attached Equipment List for description of requirement. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Request for Quote (RFQ) number RQ-51-11-000204 is assigned to this requirement and is issued as an RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. This is an unrestricted acquisition. The North American Industry Classification System (NAICS) code is 423430 and the business size standard is 100. The reference number is and is issued as a Request for Quote (RFQ). Offerors must be registered on Contractor Central Registration (CCR). This acquisition is firm-fixed-price. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. Also, the full text of a solicitation provision may be accessed electronically at this address: http://www.acquisition.gov/far. The following clauses are incorporated by reference (IBR) as follows: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, FAR 52.222-3 Convict Labor, FAR 52.232-17 Interest, FAR 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration, FAR 52.233-3 Protest After Award, FAR 52.247-34 F.O.B. Destination, FAR 52.252-2 Clauses Incorporated by Reference, 52.225-13 Restrictions on Certain foreign Purchases. The following clauses applicable to this acquisition are local PBGC clauses and all interested offerors may request a copy from the Contracting Officer: PBGC-32-004 Invoice Submission Information (SAP), PBGC-39-001 Electronic and Information Technology, PBGC-04-006 Common Security Configurations for Information Technology Acquisition, PBGC-04-004 PBGC Information Security. Only brand name products will be considered. "Equal" or comparable products will not be considered. If a vendor submits a proposal with a comparable product the vendor will not be considered for award. The vendor shall be an authorized/certified reseller of Fidelis products and submit manufacturer certification upon with quote. Offerors may indicate that their response to FAR 52.212-3 Offeror Representations and Certifications-Commercial Items has been loaded on http://orca.bpn.gov. Responsible sources responding to this solicitation who believe they can provide Items 0001 through 0003 within attached Equipment list with Fidelis Certification may submit their offer in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: 1) company's name and complete mailing and remittance addresses; 2) discounts for prompt payment if applicable; 3) Taxpayer ID number; and 4) DUNS and Cage Code. Responses shall be submitted electronically to page.patricia@pbgc.gov no later than 9:00 am (Eastern Standard Time) June 8, 2011. Quotes must be valid for thirty (30) days after due date. Any amendment(s) issued to this RFQ will be published on this website. Therefore, it is the offerors' responsibility to visit this website frequently for updates on this procurement. The award will be made on a low-price technically acceptable basis to the vendor who meets the Government's requirements and offers the lowest price. DESCRIPTION: See attached Equipment List
