Description
Notice of Intent for Brand Name Only The 341st Comptroller-Contracting Squadron, Malmstrom AFB, MT proposes to acquire fifty (50) launch control center electro-magnetic compliance (EMC) filters brand name Tyco Electronics Corcom CDEUL400225B6 in accordance with FAR 6.302-1, "Only One Responsible Source" and Informational Guidance (IG) 5306 "Other Than Full and Open Competition Justification and Approval." The Air Force has documented that significant savings will be realized by adopting configuration control across the missile wings. Configuration control also provides the most cost-effective method to meet the hardness and safety requirements of the facilities. AFGSCI 32-1005, Intercontinental Ballistic Missile (ICBM) Real Property/Real Property Installed Equipment (RP/RPIE) Responsibilities, requires configuration control and authorizes AFGSC MES sole source/brand certification. Tyco CorCom is the brand name of facility size EMC filter that has been tested to meet the Minuteman requirements. It is now installed on Minuteman facilities. Failure to procure the Tyco CorCom filter will result in construction delays on the power panel replacement contract. This item is now a Hardness Critical Item for the Minuteman Weapon System. The filters will be installed to match drawings to meet weapon system functionality. The Tyco CorCom filters will be installed at Little Mountain Test Facility, UT; F.E. Warren Air Force Base (AFB), WY; Minot AFB, ND; and Malmstrom AFB, MT. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of quotes or offers received in response to this notice. The NAICS code for this requirement is 423690. Interested parties may identify their interest and capabilities to meet this requirement by 10 June 2011. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this notice is for informational purposes only. No reimbursement for any costs connected with providing capability information will be provided.
