Description
GENERAL INFORMATION: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. It is being issued as Request for Quotation (RFQ) P11PS11730. The National Park Service, Bighorn Canyon National Recreation Area has a requirement for a fuel management system with components, supporting software, and fuel site controller that possesses networking capabilities. This system will be used to provide 24 hour fueling services for NPS staff and the general public at Horseshoe Bend Marina, which is located in a relatively remote location approximately 17 miles north of Lovell, WY, within the boundaries of Bighorn Canyon National Recreation Area. Vendor shall provide card reader with components, software, fuel site controller, installation, set-up, and training. This acquisition is a 100% small business set-aside. The National Park Service encourages the participation of disadvantaged, veteran and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 334514 with a size standard of 500 employees. All responsible small business concerns may submit a quotation which will be considered by the National Park Service. QUOTES ARE DUE for this combined synopsis/solicitation on July 15, 2011 at 1:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service. Quotes may be faxed to 406-666-2415 or emailed to Jay_Tobin@nps.gov; no oral quotations will be accepted. Quoters must furnish their company name, DUNS number, address, phone and fax number, e-mail address, and official point of contact. All quotes must be signed by an authorized company official and dated. Questions regarding this solicitation should be directed to Jay Tobin at 406-666-3321 or Jay_Tobin@nps.gov. Any award resulting from this solicitation will be a Firm-Fixed-Price type contract. SPECIFICATIONS: The contractor shall provide all necessary labor, supervision, transportation, equipment and supplies required to furnish, deliver, and install a 24-hour fuel management system card reader with components, software and fuel site controller, which is equivalent to the OPW Fuel Management System FIT500 with Phoenix Plus software and FSC3000 Fuel Site Controller (in terms of operating parameters, performance and electrical/ telecommunications requirements). The system shall be compatible with a Gasboy fuel pump and dispenser, model # 9152 RDXFLSS, serial # 444616. The system shall be contained within a weather proof enclosure, resistant to high winds and precipitation, and capable of operating within the wide temperature range experienced in northern Wyoming. The installer shall be certified to work on UST systems and equipment, acquire all necessary permits, and provide certification to operate the system after installation. The contractor shall also provide training on the operation and maintenance of the system for designated staff and contract personnel. The system and equipment shall be capable of seasonal operation and provided training shall include shut off and start up procedures. The system shall provide secure support of commercial fueling card, truck fleet card and major bank card transactions. It shall provide dual, field upgradeable, network options that can access two networks simultaneously and interface with authorization and commercial fueling networks, including the BuyPass network. It shall be pedestal-mounted and have pump control modules for commercial dispensers with mechanical registers and include a pump handle monitor, manual bypass for the dispenser, and adjustable timers for: maximum fueling time, maximum time to activate pump handle, maximum time until first pulse and maximum time between pulses. It shall have the capability of counting in gallons or liters from thousandths to full units and contain a pump sentry for providing protection from faulty pulsers. The system shall be field upgradeable to accommodate additional dispensers in the future.
