- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure on a sole source basis services from the Mayo Clinic, 200 First Street, Rochester, MN 55905, for DNA methylation biomarkers for endometrial cancer early detection. This acquisition will be processed in accordance with simplified acquisition procedures in FAR Part 13.106 (b)(1). The North American Industry Classification System code is 541990 the business size standard is $7.0 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for twelve (12) months from date of award. The Division of Cancer Epidemiology and Genetics (DCEG) is an intramural research program of the National Cancer Institute (NCI), National Institutes of Health (NIH) that conducts population and multidisciplinary research to discover the genetic and environmental determinants of cancer and new approaches to cancer prevention. The purpose of the acquisition is to obtain extracted DNA from endometrial cancer tissue and normal endometrial tissues and to conduct DNA methylation assays in samples collected from women with endometrial cancer and from women without malignant disease. The objectives are to find markers for etiology and early detection of endometrial cancers and to evaluate candidate methylation markers in biospecimens collected from the lower genital tract. The procurement covers two items, both related to the same goals and the same biospecimens. The first item is the extraction of DNA from frozen tissue samples collected at Mayo Clinic. These tissues were collected from individuals attending Mayo Clinic and they are stored in a biorepository at Mayo Clinic. The second item is the analysis of methylation candidate markers in DNA extracted from Tampons at Mayo Clinic. Mayo Clinic has currently set up assays to measure a number of methylation marker candidates in these samples. The candidates proposed by NCI represent an addition to the markers being analyzed at Mayo Clinic. To address the important research question of finding new biomarkers for endometrial cancer early detection, it is critical to analyze all candidate markers together in the same specimens under the same conditions and with the same assay controls. This is only feasible if the NCI candidates are analyzed at Mayo Clinic together with the other candidates. The Mayo Clinic is the only know contractor that can perform the necessary tasks of this project. The required tissue samples have been collected by and are stored at the Mayo Clinic; therefore no other contractor can achieve retrieval and DNA extraction of these specimens. Likewise, the evaluation of the NCI candidate markers cannot be transferred to a different contractor, as this would decrease the comparability of the results at this important discovery stage. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisition on or before 11:00 AM EST on July 15, 2011 11:00 a.m. EST. No electronic capability statements will be accepted (i.e. email or fax) an original and one copy must be sent to the NCI Office of Acquisition to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
