- On a SOLE SOURCE basis, and under the authority of section 6.302-1of the Federal Acquisition Regulation (FAR), the National Park Service (NPS) intends to award a SOLE SOURCE contract to Database Intelligence Group, Inc. (DBIG), a small women owned business. National Park Service (NPS), WASO - Accounting Operations Center (AOC) has a requirement for, as needed support services for the AOC's Administrative Finance System 3 (AFS 3). The acquisition will be for a base year, plus four (4) one-year period options, with a total of 65 hours of consulting time to be used each year by the AFS 3 Database Administrator (DBA) and Developers to provide expert guidance in the use of Oracle products in the development and maintenance of a complex AFS 3 application used to track finances and create budgets in over 500 National Park Service sites. The consulting hours are used as needed and can be a phone call or an on-site visit. The total estimated value is $49,003.35 for the base year and four (4) one-year option periods. The DBIG consultants developed much of the program code and AFS 3 specific applications and are extremely familiar with the hardware and custom-built AFS 3 applications. As a result DBIG is considered the only source capable of satisfying the Governments need, FAR 6.302-1 (a)(2). DBIG is capable of efficient problem-solving and pin-pointing solutions to issues that will arise in the hardware, the Oracle software and custom-built AFS 3 application currently in use by the AOC. Since DBIG developed much of the program code and AFS 3 specific applications, using a new contractor, even if they are familiar with Oracle software, would require additional time and quite a bit of hand holding in order meet the requirements of this acquisition. A new contractor would not have the familiarity of the entire system, and if problems were to arise, it would then increase the downtime of the system, until they could be corrected. Additionally, DBIG has been available 24x7 and either by phone or in-person as requested. The use of DBIG is by far more cost-effective and efficient for the NPS than any other consulting firm, because of their familiarity with the entire AFS 3 system. Using another contractor, would increase the Government administrative costs, because of the necessary training required for new contractors and the time it would take to become familiar with the entire system. DBIG has repeatedly saved the AFS 3 DBA many hours of time, and saved the Government money by providing expert guidance over the phone. DBIG is also available as needed to provide on-site support as needed 24 hours a day, 7 days a week, including weekends and holidays. In addition, the AFS 3 system information must be converted for use with the new DOI finance system FBMS and be in place and live by November 2012. As of right now, the current accounting structure in FBMS has not been approve yet, and is not expected to be approved until the fall of 2011. Having a contractor in place that has AFS 3 System experience is critical to the Government's need to efficiently and effectively transition to FBMS. DBIG has the technical experience and AFS 3 systems background needed and required once the conversion of accounting portion of FBMS is implemented. HOWEVER, if any person or organization that is a small business (other than Database Intelligence Group, Inc.) and has direct working experience with the AFS 3 system, and believes that they are capable of fully meeting the NPS's requirements as described above, and capable of meeting those requirements at the highest level of quality indispensable to the NPS, may e-mail a Statement of Qualifications to Brian_Mccabe@.nps.gov no later than 3PM Mountain Time on July 6, 2011. Statement of Qualifications received after this date and time, shall not be considered. Please note, that a Statement of Qualification does guarantee nor prove the capabilities of the vendor. At the sole discretion of the Contracting Office, competition may then be used to determine the best value to the Government. Award determination will be made based on the technical capabilities, past performance and price, with technical capability and past performance being significantly more important than price.
