- Description
- NASA/LaRC has a requirement for Transfer Active Cavity Radiometer (TACR) telescopeassemblies and spare parts for the Clouds and Earth's Radiant energy System (CERES)program.NASA/LaRC intends to purchase the items from Servo Corporation of America. Servo isuniquely qualified to fabricate the components based on their historical experience inthe fabrication of the heritage CERES instrument, which includes the telescope assembliesrequested. The TACR telescopes requested are identical to the existing heritage systemthey are replacing. Servo holds all the original drawings, specifications, machiningprograms and assembly procedures for these custom components. It would take substantialduplication of resources and time for another source to provide similar assemblies andparts, and this additional expense is not expected to be recovered through competition.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 07/06/2011. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
