- The synopsis posted on 26 MAY is revised as follows: Subject project will be procured through a two phase design/build (D/B) request for proposal (RFP) process with full and open competition. The Best Value evaluation criteria will be revisde to reflect the following: Phase 1 - Technical Expertise, Past Performance and Organization and Technical Approach. Phase 2 - Overall Rating from Phase 1, Design Technical, Summary Schedule, Small Business Participation and Price. Phase 1 solicitation will be issued on or about 1 JUL with responses due on or about 15 JUL. Phase 2 solicitation will be issued on or about 20 JUL with responses due on or about 20 SEP.
