Description
QUESTIONS and ANSWERS: FOR INFORMATION PURPOSES 1) Monitoring power plant performance; please provide more specifics. The Capitol Power Plant is looking for monthly utility reports (fuel consumption, electricity use, steam production, chilled water production). The reports will utilize data collected from operators and provided to the contractor electronically via MS excel or other method. The reports will allow Capitol Power Plant (CPP) management to determine the following: A) Demand (for steam or chilled water) on a daily, monthly and annual basis; B) Utility/Fuel use on a daily, monthly and annual basis; C) Production efficiencies (kW/ton of chilled water and btu/lb of steam) on a daily, monthly and annual basis; D) Correlation of weather to system demand provided above; E) Comparison of current weekly, monthly and annual demand/utility usage/production efficiencies to the same weeks/months from previous years. 2) Providing instant online data accessibility to utility related information, do you currently have smart meters installed with online access thru your utility? The contractor will provide services under this contract for such items as: This is in reference to billed data, not utility data from smart meters. The consultant will manually enter or download utility billing data into their system, which will provide access to this data by AOC users. A) Historical Utility Data Collection; B) Annual Utility Budget Preparation and Monitoring; Monthly Utility Budget Tracking and Forecasting; C) Utility Bill Review and Tracking; D) Billing Error Resolution; E) Communication with Local Utilities, would this include rate negotiations? This will be limited to resolution of billing disputes, creation of new utility accounts and closure of utility accounts. F) Aggregated Building Analysis; Please provide specific requirements/data you are looking to obtain: The AOC is looking for a consolidated report(s) that aggregate utility use (from billing data) for each utility service provided to a building (water & sewer, electricity, natural gas, fuel oil, etc.) This will allow Facility Managers to access all utility data (fiscal and usage) from one report/module. These modules will contain information such as account numbers, utility contracts, building operational hours and address, primary contact numbers/persons for the facility, etc.); G) Jurisdictions Performance and Over-All Campus Performance as compared to what standard? The module will aggregate utility consumption data (electricity/fuels) into jurisdictional and agency level modules. This is similar to the building level module, and will aggregate the utility data from buildings within a jurisdiction into one module/report. All three levels (building, jurisdiction, and agency) will contain information related to btu/gsf of the facility as well, in accordance with Energy Policy Act of 2007 reporting requirements; H) Web-Based System Administration that will include Weather Reports; Management Reports and Monthly Pulse Charts do you have smart meters installed or a building management system to pull this information from? All PEPCO utility meters have pulse output capability into the PEPCO CEO online system. Monthly pulse data is uploaded to this system and accessible to the AOC. This data will be downloaded with the monthly utility bills and uploaded and made available to the AOC users.
